SUBJECT: Chaplain Schmitt Memorial Project, #1777
INTRODUCTION
The purpose of this memorandum is to recommend that the City Council accept the
Chaplain Schmitt Memorial Project.
DISCUSSION
MEMORANDUM
The Chaplain Schmitt Memorial Project has been completed by Tri-State Development,
LLC in the final contract amount of $65,173. A summary of the project costs is as
follows:

Change order #1 provided for changing the overall thickness of the concrete from 4" to
6" ($3,720), sodding the interior of the memorial ($880), and a credit for changing the
type of construction fencing required ($ - 700). Change order #2 provided asphalt for
the entrance to the memorial from the parking lot, to eliminate standing water.
The Fiscal Year 2007 C.I.P. budget contains $80,000 to relocate the memorial; $40,000
of city funds and $40,000 to be raised by the Navy League. The following is a summary
of the project costs:

Other items charged to the project outside the contract include: $4,430 to Brannon
Monument for the two entrance stones and Chaplain Schmitt stone and $3,915.40 to
Alliant Energy for getting electrical power to the site. The Navy League is asking Alliant
to refund their amount as a donation to the project. If Alliant does not refund the
amount, the Navy League will raise the $2,769.40 overrun on the project.
ACTION STEP
The action requested is that the City Council adopt the attached resolutions accepting
the improvement and setting the final cost.

RESOLUTION NO. 335-07
ACCEPTING IMPROVEMENT
WHEREAS, the contract for the Chaplain Schmitt Memorial Project has been
completed and the City Manager has examined the work and filed his certificate stating that
the same has been completed according to the terms of the contract, plans and
specifications and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
1. That the recommendation of the City Manager be approved and that said
improvement be and the same is hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed
to pay to the contractor from the General Fund in amount equal to the amount of his
contract, less any retained percentage provided for therein.

RESOLUTION NO. 336-07
FINAL ESTIMATE
WHEREAS, the contract for the Chaplain Schmitt Memorial Project has been
completed and the Engineer has submitted his final estimate showing the cost thereof
including the cost of estimates, notices and inspection and all miscellaneous costs;
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to be $65,173,
and the said amount shall be paid from the General Fund of the City of Dubuque, Iowa.
