Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request.
The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, noting that the submitted plat of survey
facilitates construction of storm water control facilities for the Links Glen Development and
swapping of land with the Dubuque Golf and Country Club.
Staff reviewed the location of the property included in the submitted plat of survey, noting
that Lot A is substandard in terms of lot area and lot frontage.
There were no public comments.
The Zoning Advisory Commission felt the request was appropriate.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

A RESOLUTION APPROVING THE PLAT OF SURVEY LOTS 1 THRU 3 AND LOT
A OF LINKS GLEN PLACE.
Whereas, there has been filed with the City Clerk a Plat of Survey Lots 1 thru 3 and
Lot A of Links Glen Place in the City of Dubuque, Iowa; and
Whereas, said plat provides Lot A with 0 feet of lot frontage, where 50 feet is
required and provides 4,007 square feet of lot area where 5;000 square feet is required by
Section 42-19(b) of the Subdivision Regulations; and
Whereas, said survey plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said survey plat has been examined by the City Council and they find that
it conforms to the statutes and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to allow
Lot A to have 0 feet of frontage, where 50 feet is required and 4,007 square feet of lot area
where 5,000 square feet is required.
Section 2. That the Plat of Survey Lots 1 thru 3 and Lot A of Links Glen Place is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to
endorse the approval of the City of Dubuque, Iowa, upon said final plat.

SUBJECT: Plat of Survey of Lots 1 thru 3 and Lot A of Links Glen Place
Introduction
The submitted plat of survey resubdivides the existing property into 4 lots to facilitate
the development of Links Glen Subdivision and to provide additional space to the
Dubuque Golf and Country Club to make improvements to No. 14 Tee Box.
Discussion
The submitted Plat of Survey of Lots 1 thru 3 and Lot A of Links Glen Place
resubdivides the existing parcels into three lots under the ownership of Conlon
Construction Co., developers of Links Glen Subdivision and facilitates the transfer of Lot
A to Dubuque Golf and Country Club for purposes of expanding the No. 14 Tee Box on
the golf course.
Lots 1, 2 and 3 have sufficient lot area and lot frontage to meet City regulations. Lot A
has no lot frontage and insufficient lot area on a public or private street. The submitted
plat of survey will not adversely impact adjacent properties.
Recommendation
Planning Staff recommends that the submitted Plat of Survey of Lots 1 thru 3 and Lot A
of Links Glen Place be approved subject to waiving lot area and lot frontage
requirements for Lot A.
