The City of Dubuque issued a Request for Proposals for Financial Services.
Finance Director Ken TeKippe is recommending the selection of Dubuque Bank and
Trust as the bank to provide financial services to the City of Dubuque for afive-year
period. With increased interest earnings and reduced costs, the City is estimated to
save $40,000 per year over the current arrangements of using more than one bank,
using the assumptions in the Request for Proposal.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Presently the City of Dubuque maintains two primary general checking accounts, one
with American Trust & Savings Bank and one with Dubuque Bank and Trust. To my
knowledge there has never been a formal request to financial institutions to submit a
proposal for review to City of Dubuque. Improvements in the arrangements were
negotiated with the two banks after informal discussions with me in 2000.
A Request for Proposal (RFP) was developed relative to providing financial services to
the City of Dubuque. The RFP was distributed to six local financial institutions. Four
firms submitted quality proposals in response to the invitation. The firms that submitted
proposals included: American Trust and Savings Bank, Dubuque Bank and Trust,
Premier Bank and U.S. Bank. Dupaco Community Credit Union and Dutrac Community
Credit Union did not submit proposals.
A committee was established to review the proposals and provide a recommendation.
The committee included Jean Nachtman, Assistant Finance Director, Jenny Larson,
Budget Director, Chris Kohlmann, Information Services Manager, Heather Deininger,
Consultant from Honkamp Krueger and myself.
After our review of proposals, it is the consensus of the committee that Dubuque Bank
and Trust be retained as the primary financial services for at least the next five years.
An analysis of banking services proposals is enclosed.
Major factors that contributed to the selection included:
• Elimination of all monthly service fees
• Favorable interest earnings (federal funds rate plus five basis points if less than
$2,000,000 maintained and plus 15 basis points if over $2,000,000 maintained
• Free courier service
• Number and convenience of office locations
• Continuity of banking services
Potential to increase interest earnings. Current bids for short-term certificates of
deposit are close to federal funds rates
Strong positive history of working with City of Dubuque
The change to one primary general checking account will result in approximately
$24,000 less service fees annually and at least $16,000 additional annual interest
earnings for the City. This amounts to a $40,000 annual net benefit for the City.
Proposals from the other financial institutions were all less beneficial to the City. The
Premier Bank proposal would have resulted in $3,000 less annual benefit to the City.
The U.S. Bank and American Trust and Savings Bank proposals would have resulted in
$16,000 less annual benefit to the City.
Copies of the RFP and Dubuque Bank and Trust's proposal are enclosed.
I have contacted the four institutions that submitted proposals to share the
recommendation of the committee. The banks did send representatives to City Hall to
review proposals submitted by the other institutions and copy selected information.
If there are any questions on the process or recommendation, the committee and/or I
would be available to review. Your approval to proceed with finalizing the transition
would be appreciated. Thank you.

anticipated that a recommendation will be made to the City Council for selection of a
financial institution to .provide financial services at the May 21, 2007 City Council
meeting.

Section l: Background Information
The City of Dubuque (City) currently maintains financial services with various local
financial institutions. The City is looking to combine primary services with one
institution, for a general checking account and payroll account. ,The City would like the
bidding institutions to have a minimum of $10,000,000 in equity capital. In addition, the
City would expect the financial services relationship to continue for a minimum of five
years with the City's option to continue for additional years.
Information to be Provided by Financial Institution
FINANCIAL INSTITUTION BACKGROUND
In addition to responding to requests below, include copies. of the financial institution's
most recent Annual Report, audited financial statements, and a copy of the institution's
December 31, 2006, call report.

• Identify key measures of the financial institution's financial strength, e.g. capital
ratios, market capitalization, total assets.

1. Provide names and phone numbers of three references, preferably within
government industry or with comparable volumes. Detail each service used by

The City of Dubuque is requesting proposals relative to credit card services for a one
year commitment. Key information would be as follows:

The primary areas offering service will be in utility billing and parking. The City
