City Engineer Gus Psihoyos recommends award of the contract to the low bidder, McClain Excavating Co., Inc., in the amount of $189,712, which is 21.98% under the engineer's estimate of probable cost. Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: US52 North Storm Sewer Improvement Project (CIP#7201810 &CIP#1001122) INTRODUCTION The enclosed resolution authorizes the award of the construction contract for the US52 North Storm Sewer Improvement Project. BACKGROUND On May 7, 2007, the City Council authorized the City Clerk to advertise for bids for the US52 North Storm Sewer Improvement Project. The project consists of replacing a 24-inch diameter storm sewer with a 48-inch diameter storm sewer from the Flexsteel Pumping Station to US52 and replacing the two catch basins located at the low spot (sump) in US52 north of Olympic Heights and south of the Shooting Club drive. With jurisdiction over US52, the IDOT also has an interest in adequate stormwater drainage of the highway. As a result, IDOT has indicated that the project is eligible for minor IDOT cost sharing. DISCUSSION Sealed bids were opened on May 31, 2007. McClain Excavating Company, Inc. of Peosta, Iowa, submitted the low bid in the amount of $189,712.00. This amount is 21.98% under the engineer's estimate of probable cost. A summary of the bid proposals received is as follows: Contractor Name Total Bid McClain Excavating Co. PROJECT COST -BUDGET IMPACT The estimate of probable costs for the US52 North Storm Sewer Improvement Project is summarized as follows: Construction Contract Cost Estimate Award $243,144.00 $189,712.00 Contingency Engineering ROW/Easement 24,314.00 24,314.00 40,119.00 40,119.00 3,072.00 3,072.00 $310,649.00 $257,217.00 According to the guidelines provided by the Iowa DOT, $40,838.19 in project costs are eligible for Iowa DOT cost sharing as part of an interagency agreement. Therefore, the project will be funded as follows: CIP CIP Name Amount 1001122 Jackson & Aquin Drainage $165,560.00 7201810 IDOT Cost Share $ 40,838.19 7201810 US52 Storm Sewer $ 50,818.81 The remaining balance of US 52 Storm Sewer will be reserved for addition storm sewer improvements to be done in conjunction with the Iowa DOT resurfacing of US52 North. ACTION TO BE TAKEN I recommend that the City Council adopt the attached resolution awarding the US52 North Storm Sewer Improvement Project to McClain Excavating Company in the amount of $189,712.00 and that the City Council authorize the City Manager to enter into an agreement with the Iowa DOT that reflects the estimated cost share outlined above. Whereas, said sealed proposals were opened and read on the 31st day of May, 2007 and it has been determined that McClain Excavating Company, Inc of Peosta, Iowa, with a bid in the amount of $189,712.00, is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, .IOWA: That a Public Improvement Contract for the Project is hereby awarded to McClain Excavating Company, Inc and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
