SUBJECT: City Hall - 1st Floor Restroom Renovations
Building Services Manager Rich Russell is recommending acceptance of the City Hall-
1 St Floor Restrooms Renovations, as completed by Portzen Construction, in the final
contract amount of $83,393. The base bid was $76,828, but changes in the project
primarily from removal of the floor tile, resulted in the increased cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: City Hall-1St Floor Restroom Renovations
INTRODUCTION: The attached resolutions provide for the acceptance of the City Hall-1St Floor
Restroom Renovations.
DISCUSSION: The City Hall-1St Floor Restroom Renovations has been certified as complete
by Jerry Anderson of Anderson Design and Consulting.
The project included installation of new plumbing fixtures, dividers, floor tile, ceiling tile, lights
and power operated door openers.
Portzen Construction was the contractor for the project. Their base bid was $76,828. Changes
to the project due primarily to removal of the floor the resulted in a final cost of $83,393.
RECOMMENDATION: (recommend that the City Council accept the improvements and
recommend that the final contract amount be established at $83,393 for the City Hall-1St Floor
Restroom Renovations.
BUDGET IMPACT: The following is a project cost summary:

The funding source for the City Hall-1St Floor Restroom Renovations will be from the City Hall
Remodeling CIP.
ACTION TO BE TAKEN: The City Council is requested to adopt the attached resolutions
accepting the improvement and establishing the final contract amount for City Hall-1St Floor
Restroom Renovations Project.

RESOLUTION NO. 343-07
ACCEPTING IMPROVEMENT
Whereas, the contract for the City Hall-First Floor Restroom Renovations
has been completed and the City Manager has examined the work and filed his
certificate stating that the same has been completed according to the terms of
the contracts, plans and specifications and recommends its acceptance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved
and that said improvements be and the same are hereby accepted.
BE IT FURTHER RESOLVED that the City Treasurer be and is hereby
directed to pay to the contractor in the amount equal to the amount of this
contract, less any retained percentage provided for therein.

RESOLUTION N0. 344-07
FINAL ESTIMATE
Whereas, the contract for the City Hall-First Floor Restroom Renovations
Project has been completed and the Building Services Manager has submitted
his final estimate showing the cost thereof.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the cost of said improvement is hereby determined to
be $83,393.00 and the said improvement shall be paid by the City as provided for
therein.
