He wrote ".The small hamlet of Rockdale, located on the outskirts of Dubuque, [Iowa], had a small Luxembourger contingent that was deeply affected by a terrible calamity in 1S?6. On the night of July 4 of that centennial year atorrential .downpour practically wiped the settlement fro~rhe face of theearxh. Washed away were: 40 persons, including 10 Luxembourgers and 17 persons from the Eifel region. Many of the survivors miraculously escaped death." (For the record, there were precisely 39 victims.) I knew Catfish Creek overflowed its banks at Rockdale, but never heard of the Luxembourgers. My family lived in the mid-1950s at Rockdale, which was settled and named by lead miners and farmers from Yorkshire, England. Recently, I asked my mother if the neighbors ever spoke of the flood. "No, they didn't" she said. "They might have talked about it down at the tavern, but I never went down to the tavern." A few years ago while editing a book on Table Mound Township in Dubuque County, Iowa (where Rockdale is located), the topic of the 1876 flood came to my attention. While checking sources, I found a survivor with my last name, but closer research revealed the surname was actually "Kapp" instead of "Rapp." This error in the English-language historical sources was typical. For instance, the exact number of victims was wrongly reported and the error repeated in the following years. (In 2006, a local newspaper did not list the right number of victims or the Luxembourg connection.) I scrutinized the 1876 English-language newspapers in Dubuque. The Dubuque Daily Times contained numerous mistakes in the spellings of names and other details about the flood. This is, in part, due to the confusion of survivors and destruction of the village. Drowned and recovered bodies required a speedy burial. Graves were dug in four local cemeteries. Hastily written reports were natural. The Dubuque Daily Herald account had been cut from the original newspaper before it was microfilmed. The DubuqueCounryHistory of 1880 correctly listed the total dead as 39> but had several mistakes. The Chicago Tribune received reports by telegraph that included the correct number of dead and the families' names. Out of frustration, I turned to Die Luxemburger Gazette and found a wealth of accurate information about the victims. Of the 39 victims, the following had Luxembourg roots. - Joseph Becker, Ellen Johnston Becker, and children, Ellen, Henry. -Peter Becker (widower) and children Henry, Marie, Albert, Frank, Alice. -Peter Kapp, Katharina Homisch Kapp, and children Marie, Mathias, Theresia, Peter. -Jean/John Klassen, Margaretha Junck/Junk Klassen, and children Christoph, Elisabeth, Magdalena, Margaretha, Maria. Joseph Becker and Peter Becker (brothers) were from Kehlen, Canton Capellen, Luxembourg. Peter Kapp was from Ernzen, Kreis Bitburg (near Echternach). Katharina Homisch Kapp was from Irel, Kreis Bitburg (near Echternach). Jean/John Klassen was from Irel, Kreis Bitburg. Margaretha Junck/Junk Klassen was from Mamer, Canton Capellen, Luxembourg. The Kapp and Klassen families came to America in 1853 or 1854. The Kapps were members of Saint Mary's Church (or German Catholic Church) in Dubuque. Some of the victims do not have markers on their graves. An effort is underway to place a memorial plaque or monument at the Rockdale bridge to honor the flood's victims and their Luxembourg heritage. Wand 175' Anniversary Celebration Coordinating Committee Statement of Reason for Applying Honorable Mayor and City Council: Many of you know me from my previous involvement in community organizations and events over the past 11 years, including my unsuccessful run for an at-large seat on the city council in 2001. As indicated on the application form for this prestigious committee, you are also interested in knowing what particular contributions I feel I can make to this committee as well as my reason for applying. Please bear with me while I state what I hope is obvious. As a lifelong Dubuque resident, I have seen this community go from the depths of despair in the early 1980s to the prosperity we have seen over the past two decades. It was a slow but necessary process but one that has made me appreciate my surroundings even more than I ever thought I could. After establishing myself in my career as an architect upon returning to Dubuque after college, I found my true place in the world by joining the Dubuque Jaycees and then other organizations.
