SUBJECT: Grand River Center Carpet Replacement Project, #102-1598
Sealed bids were received for the Grand River Center Carpet Replacement Project.
Leisure Services Manager Gil Spence recommends award of the contract to the low
bidder, Commercial Flooring Company, in the amount of $114,245, which will replace
the carpet in the main travel areas on the second and third levels ($90,575), and accept
the alternate to replace the carpet on the first floor leading to the exhibit hall ($23,670).
The project budget is $48,000. The additional funds will come from $69,000 remaining
in the Grand River Center Construction Fund.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend that the City Council award a
contract to Commercial Flooring Company for the Grand River Center Carpet
Replacement Project.
DISCUSSION
Bids were received on June 7, 2007 for the Grand River Center Carpet Replacement
Project. A summary of the bids received is as follows:

The base bid provides for replacement of the carpet in the main travel areas on the
second and third levels. The alternate replaces the carpet on the first floor leading to
the exhibit hall.
The Fiscal Year 2008 C.I.P. budget contains $48,000 for this project. The carpet is in
poor condition and needs to be replaced. The designer has talked with the low bidder
to determine why the estimate of $45,000 was so far off and learned the following:
• She forgot to include the cost of removing the existing carpet in the estimate, and
this is over $10,000.
• The mark-up she estimated on the carpet was too low.

• The estimated cost of carpet from the manufacturer was too low.
There is $69,000 remaining from the construction fund for the Grand River Center that
can be moved to this project to bring the total funding for the project to $117,000.
RECOMMENDATION
I recommend that the total bid from Commercial Flooring Company be accepted in the
amount of $114,245, accepting alternate #1.
ACTION STEP
The action requested is that the City Council adopt the attached resolution awarding a
contract to Commercial Flooring Company in the amount of $114,245 for the Grand
River Center Carpet Replacement Project.

AWARDING CONTRACT
WHEREAS, sealed proposals have been submitted by contractors for the Grand
River Center Carpet Replacement Project pursuant to Resolution No. 259-07, and notice to
bidders published in a newspaper published in the Cityof Dubuque, Iowa, on the11th day
of May, 2007.
WHEREAS, said sealed proposals were opened and read on the 7th day of June,
2007, and it has been determined that the bid of Commercial Flooring Company in the
amount of $114,245 was the lowest bid for the furnishings of all labor and materials and
performing the work as provided for in the plans and specifications.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
That the contract for the above improvement be awarded to Commercial Flooring
Company, and the Manager be and is hereby directed to execute a contract on behalf of
the City of Dubuque for the complete performance of the work.
BE IT FURTHER RESOLVED:
That upon the signing of said contract and the approval of the contractor's bond, the
City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful
bidders.
