City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2014 CDBG Curb Access Ramp Installation Project, as completed by Midwest
Concrete, Inc., in the final contract amount of $45,895.55, which is 5.1% over the bid
amount. The increased cost of the project was due to the need for additional curb
replacement adjacent to the ramps.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
2014 CDBG Curb Access Ramp Installation Project.
BACKGROUND
The 2014 CDBG Curb Access Ramp Installation Project provided for the installation of
thirteen (13) access curb ramps with associated sawing, excavation, curb and gutter
replacement, 4" and 6" concrete sidewalks, and detectable warning placements. All
turf areas disturbed were restored with topsoil, seed or sod. These ramps were
installed ahead of and as part of the Public Works Department asphalt overlay program
In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section
26.14, on July 10, 2014 the City solicited informal bids for the 2014 CDBG Curb Access
Ramp Installation Project. Midwest Concrete, Inc. of Peosta, Iowa, submitted the low
bid in the amount of $43,668.25.
DISCUSSION
The 2014 CDBG Curb Access Ramp Installation Project completed by Midwest
Concrete, Inc. of Peosta, Iowa, in the final contract amount of $45,895.55 which is 5.1%
over the bid amount. The increased cost of the project was due to the need for
additional curb replacement adjacent to the ramps.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize payment of
the contract amount of $45,895.55 to Midwest Concrete, Inc. for the 2014 CDBG Curb
Access Ramp Installation Project.
