City Engineer Gus Psihoyos is recommending acceptance of the public improvements
that the developer, English Ridge, LLC, has recently completed in English Ridge
Subdivision No. 2. Maintenance of said improvements shall be the responsibility of the
owner, English Ridge, LLC, for a period of two years from the date of acceptance.
There are no storm water detention facilities associated with this phase of the
subdivision.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The enclosed material provides for City Council acceptance of the public improvements
that the developers, English Ridge, LLC, have recently completed in English Ridge
Subdivision No. 2.
BACKGROUND
As a condition of subdivision plat approval through Resolution No. 421-11, the
developer of English Ridge Subdivision No. 2 was required to install certain
improvements including street paving with curb, sanitary sewer main, watermain, storm
sewers and catch basins, and street lighting and to dedicate these improvements to the
City upon completion. There are no new storm water detention facilities associated with
this phase of the subdivision.
DISCUSSION
The Subdivision Ordinance requires that upon completion of all the required public
improvements, the subdivider shall notify the City in writing of the completion of the
improvements, requesting that the City either approve or reject the acceptance of the
improvements, together with a statement of reasons for any rejection.
On August 26, 2014, the owners requested City's acceptance of the improvements in
English Ridge Subdivision No. 2. Upon inspection by the City, it has been determined
that the public improvements required by Resolution 421-11 have been completed in
accordance with plans approved by the City Council and in conformance with City
specifications.
RECOMMENDATION
I would, therefore, recommend that the City Council accept the public improvements as
described above. Maintenance of said public improvements shall be the responsibility of
the owners, English Ridge, LLC, for a period of two (2) years from the date of
acceptance by City Council. There is no storm water detention facilities associated with
this phase of the subdivision.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution accepting the public
improvements in English Ridge Subdivision No. 2.

ACCEPTING PUBLIC IMPROVEMENTS IN ENGLISH RIDGE SUBDIVISION NO. 2 IN
THE CITY OF DUBUQUE, IOWA
Whereas, pursuant to Resolution 421-11, certain public improvements including
street paving with curb, storm sewer and catch basins, sanitary sewer, watermain, and
street lighting were installed by the developer of English Ridge Subdivision No. 2 in the
City of Dubuque, Iowa; and
Whereas, the improvements have been completed and the City Manager has
examined the work and has filed a certificate stating that the same has been completed
in accordance with the plans approved by the City Council and in conformance with City
specifications, and has recommended that the improvements be accepted by the City
Council.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the recommendation of the City Manager be approved and that
said public improvements in English Ridge Subdivision No. 2 be and the same is hereby
accepted.
Section 2. That maintenance of said public improvements shall be the
responsibility of the owners, English Ridge, LLC, for a period of two (2) years from the
date of this resolution.
