A RESOLUTION APPROVING THE PLAT OF SURVEY LOT 1 AND LOT 2 OF MINERAL
LOT 138.
Whereas, there has been filed with the City Clerk a Plat of Survey Lot 1 and Lot 2 of
Mineral Lot 138 in the City of Dubuque, Iowa; and
Whereas, said plat provides Lot 1 and Lot 2 with 0 feet of lot frontage respectively, where
50 feet is required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, said survey plat has been examined by the .Zoning Advisory Commission and
had its approval endorsed thereon; and
Whereas, said survey plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to allow Lot 1
and Lot 2 to have 0 feet of frontage respectively, where 50 feet is required.
Section 2. That the plat of survey of Lot 1 and Lot 2 of Mineral Lot 138 is hereby approved
and the Mayor and Cifiy Clerk are hereby authorized and directed to endorse the approval of the
City of Dubuque, Iowa, upon said final plat.

Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request noting that the submitted plat of survey facilitates
construction of storm water control facilities for the Links Glen Development and swapping of
land with the Dubuque Golf and Country Club.
Staff reviewed the location of the subject property relative to the Dubuque Golf and Country
Club and the Links Glen Condominium Development, and indicated the applicant is requesting
waiving of lot frontage for Lot 1 and Lot 2.
There were no public comments.
The Zoning Advisory Commission felt the request was appropriate.
Recommendation
By a vote of 5 to 0, the Zoning Advisory Commission recommends that the City Council approve
the request.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Plat of Survey of Lot 1 and Lot 2 of Mineral Lot 138
Introduction
The submitted Plat of Survey subdivides the existing parcel, Mineral Lot 138, into two
parcels. The purpose of the split is to provide adequate space for the construction of
storm water control facilities as part of the Links Glen condominium project along
Wartburg Place.
Discussion
The submitted Plat of Survey of Lot 1 and Lot 2 of Mineral Lot 138 subdivides an
existing 16.71 acre-parcel into two parcels-Lot 1 and Lot 2. The owner of Mineral Lot
138 is the Dubuque Golf and Country Club and has agreed to sell one third of an acre,
Lot 2, to the developers of Links Glen condominiums. Neither Lot 1 or Lot 2 will have
frontage on a public or private street. Currently, Mineral Lot 138 has no frontage and is
part of the Dubuque Golf and Country Club.
The submitted plat of survey facilitates the development and operation of storm water
control for the Links Glen condominium project. Waiving of the lot frontage
requirements for both Lot 1 and Lot 2 will not adversely impact surrounding property.
Recommendation
Planning Staff recommends that the submitted Plat of Survey of Lot 1 and Lot 2 of
Mineral Lot 138 be approved as submitted subject to waiving the lot frontage
requirement for Lot 1 and Lot 2.
