Minutes Long Range Planning 6_20_07DQ~~ MINUTES LONG RANGE PLANNING ADVISORY COMMISSION Wednesday, June 20, 2007 7:00 P.M. Auditorium, Carnegie Stout Library 360 W. 11th Street, Dubuque, Iowa PRESENT: Chairperson Charles Winterwood; Commissioners Lou Oswald, Jim Prochaska, Mary Lynn Neumeister and Patricia Cline; Staff Member Dave Johnson. ABSENT: Commissioners Otto Krueger and Rick Stein. CALL TO ORDER: The meeting was called to order at 7:04 p.m. CERTIFICATION OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying that the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Oswald, seconded by Prochaska to approve the minutes of March 14, 2007, as submitted. Motion carried by the following vote: Aye -Oswald, Prochaska, Cline, Neumeister and Winterwood; Nay -None. ACTION ITEM: Individual Historic Designation: 40-42 Main Street Staff Member Johnson explained in 2005 the City Council approved extending historic designation to individual properties having prehistoric/historic, architectural, archeological and cultural significance. He explained these properties are subject to design review for exterior changes by the Historic Preservation Commission; however, they also are eligible for historic preservation funding. The Commission questioned current ownership of the property as well as the intended reuse of the property. Staff Member Johnson explained that Chris Miller has, or is in the process of, acquiring the property from Wally Brown. He stated that Mr. Miller currently is in the process of getting the property listed on the National Register of Historic Places which will make the property eligible for historic preservation tax credits. He stated local individual designation of the property will provide $25,000 from the Historic Preservation Revolving Loan Fund for the rehabilitation of the building. He stated Mr. Miller intends to rehabilitate the structure in a historically appropriate manner and introduce commercial uses on the first floor and residential uses on the second and third floors. The Commission discussed the benefits of individually designating historic properties. They stated that historically designating 40-42 Main Street would be a benefit to the City of Dubuque as well as the neighborhood. They explained the reuse of the building would provide a welcomed service to that neighborhood. Minutes -Long Range Planning Advisory Commission June 20, 2007 Page 2 Motion by Prochaska, seconded by Oswald, to support the nomination of 402 Main Street for individual historic designation since it is consistent with the 2002 Dubuque Comprehensive Plan. Motion carried by the following vote: Aye -Oswald, Prochaska, Cline, Neumeister, and Winterwood; Nay -None. LIAISON REPORT Enterprise Zone Commission The Commission reviewed the Enterprise Zone Commission report from May 8, 2007. The Commission discussed the progress and positive development occurring within the Port of Dubuque as well as the need to maintain some open space. ITEMS FROM COMMISSION: The Commission discussed the status of the Comprehensive Plan update. Staff Member Johnson explained that the 2030 Future Land Use Map has been adopted and is currently in affect. He stated at the last City Council Work Session, the City Council directed Legal staff to complete a review of the Goals and Objectives of the 14 Elements. Staff Member Johnson explained the review of the 14 Elements has recently been completed by City Attorney Barry Lindahl and will be forwarded to City Council and Planning Services staff. Staff Member Johnson stated that Planning Services staff will forward the revised elements, goals and objectives to the Commission for their review prior to future City Council Work Sessions. He explained at this time, he is unaware of any scheduled City Council Work Session dates for the update of the Comprehensive Plan.
