The commitment of funds would be from the FY 2009 HDPIP budget. The Four Mounds Foundation letter of request and supporting project information are enclosed. Background Chairperson Christine Olson abstained from discussion to represent the Four Mounds Foundation. She explained the Four Mounds Foundation is seeking HDPIP funding up to $100,000 to assist with the re-construction of the Four Mounds road, culverts and parking areas throughout the Four Mounds Estate Historic District. She explained the commitment of HDPIP funding would also strengthen a Watershed Improvement Resource Board grant application that would help create, design and implement a project to minimize run-off to the Mississippi River from the Four Mounds Estate. She explained funding from HDPIP will help make the features of this project as historically appropriate as possible, including saving and replacing limestone curbing, recreating seal-coat paving to lower-use service areas and creation of new overflow parking. The seal-coat paving and creation of new overflow parking would be done in a manner that will minimize damage to the grounds, eliminate the need for large parking lots, and therefore preserve the historical and natural features of the estate. She stated Four Mounds anticipates the project will be engineered in the fall of 2008 and implemented throughout the 2009 construction year. She explained the majority of the project will be completed by June 30, 2009. Recommendation By a vote of 4 to 0 with one abstention, the Historic Preservation Commission recommends City Council write a letter of support identifying the anticipated use of HDPIP funds currently budgeted in FY09 for the Four Mounds Foundation Public Improvement Project per City Council approval. A simple majority vote is needed for the City Council to approve the request. Jennifer Clemens-Conlon We are currently working on an application from the Watershed Eric Dregne Improvement Resource Board [WIRB] that would help us create a design James Gronen and implement a project that will minimize run-off to the Mississippi River Doug Horstmann from our site, through a variety of measures including pervious paving (in Charles Huntley paved-parking areas only), rain gardens, and reinforced ground structure Ann Michalski parking for overflow areas (having grass areas that are reinforced to allow City Appointed Trustee for parking during large events that doesn't damage our grounds). Jim Mulgrew Michael Toskey This project is currently estimated at $364,600. The City of Dubuque has Richard weber set aside $164,500 toward this project and we're requesting assistance from WIRB to help us design and implement this project with an ecologically sustainable design. Management Staff We're asking assistance from the HDPIP to help us make the features of this Christine Happ Olson Executive Director project as historically appropriate as possible, including saving and replacing Marie FitzGerald (as necessary) limestone curbing, recreating seal-coat paving to lower-use Inn Manager/Job Coach service areas (circles and lanes leading to the front and back of the Grey Ron Fritz House and the Barn) and creation of new overflow parking by expanding our HEART Manager/Job Coach existing parking by two times through the creation of "invisible" parking Tina Hamel areas at the Grey & White Houses, to minimize damage to the grounds and DevelopmenbAdministrative eliminate the need for large parking lots. Jay Potter Y.E.S. Manager/Job Coach Support of this project in the range of $100,000 would significantly improve Ed Bauer our chances of securing WIRB funding. We're asking for the HPC to Summer Day Camp Director commit funds toward the project in the fiscal year 2009. It may also be referred to as armor-coating,penetration or simply oil and stone.This process combines a liquid asphalt with crushed stone to provide a hard durable surface to either existing asphalt or gravel base. This is not a driveway sealer. The application of liquid asphalt will rejuvenate existing pavement or provide a hard surface to gravel areas.This is a Tong time proven product and is used by many Connecticut municipalities to maintain and prolong the life of their roads. The process and materials used are environmentally safe. Chip Sealing can offer many variations in colors, sizes and budgets. Existing pavement application The preparation for working with existing asphalt usually consists of: 1. sweeping/cleaning the existing driveway 2. Pothole patching if necessary 3. Applying a coat of liquid asphalt to the driveway or road surface 4. Spreading and compacting stone into the liquid asphalt 5. Remove or leave excess stone as desired New Construction application The preparation for working with a new gravel driveway usually consists of: 1. Deliver, grade, and compact process gravel to base material 2. A coat of oil is applied to solidify base, stone is applied to solidify base structure and all surface areas are compacted. 3. A second coat of oil and stone is applied and compacted to provide a long wearing driving surfiace 4. Remove or leave excess stone as desired Driving on your new surface immediately after the stone is spread helps with the compacting process.
