SUBJECT: Population in Areas Annexed from 2000 to Present
Planning Services Manager Laura Carstens is recommending certification of population
in the areas annexed into the City of Dubuque since the 2000 Census, as required by
State law.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Population in Areas Annexed from 2000 to Present
Section 312.3(4) of the Iowa Code requires that the Mayor and City Council certify to
the State Treasurer the population of any areas annexed since the 2000 Census. A
map of these areas is attached.
State law requires that population be calculated using the most recent decennial
Census data. The annexed areas did not completely follow block or tract lines;
therefore, we applied the Census Bureau's 2000 average household size of 2.37
persons to each housing unit. Based on this data, the City of Dubuque has annexed 20
housing units and an estimated 47 people since the year 2000.
Attached is a letter to the State Treasurer certifying the population. I recommend that
the Mayor be authorized to sign and then submit this letter to the State Treasurer.

SUBJECT: Resident Population of Annexed Areas
This memo is provided in response to your request regarding State of Iowa
requirements for determination of resident population for annexed areas. We produced
a series of maps and conducted a field inventory for those areas annexed to the City of
Dubuque from 2000 to the present.
We were able to determine that the City has annexed 20 housing units during that time
period. State law requires that population be calculated using the most recent
decennial Census data. The annexed areas did not completely follow block or tract
lines; therefore, we applied the Census Bureau's 2000 average household size of 2.37
persons to each unit.
Based on this data, the City has annexed an estimated 47 people since the year 2000.
This memo is provided for your information.
