SUBJECT: Third Street Overpass Light Replacement Project

Sealed bids were received for the Third Street Overpass Light Replacement Project.
City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Giese
Sheet Metal Co., Inc., in the amount of $39,474.60, which is 18.71 % over the engineer's
revised estimate of probable cost. The bid overage was due to the uniqueness of the
work around the Third Street Bridge traffic control and the protection of Highway 151/61.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the Third
Street Overpass Light Replacement Project.
BACKGROUND
This project provides for the replacement of lights (poles and fixtures) on the Third Street
overpass. There are 25 existing light locations along the Third Street Overpass that
extends from Main Street to Bell Street. Twenty-four of the 25 lights will be replaced with
new fixtures that will include receptacles for holiday lighting. One light at the southeast
corner of Third and Main has already been replaced as part of the Main Street Lighting
project currently under construction. The street lighting equipment has already been
ordered due to a 12- to 14-month build time.
BID RESULTS
Sealed bids were received on the project on June 14, 2007. Giese Sheet Metal Co., Inc. of
Dubuque, Iowa, submitted the low base bid in the amount of $39,474.60. This amount is
18.71 % over the engineer's revised estimate of probable cost. The bid overage was due to
the uniqueness of the work around the Third Street Bridge traffic control and the protection
of Highway 151/61. A summary of the bid proposals received is as follows:

* The engineer's estimate was revised during final design to include the current copper

ACTION TO BE TAKEN

$39,474.60.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE THIRD STREET
OVERPASS LIGHT REPLACEMENT PROJECT
Whereas, sealed proposals have been submitted by contractors for the Third
Street Overpass Light Replacement Project (the Project) pursuant to Resolution No.
~"D? and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 25th day of May, 2007.
Whereas, said sealed proposals were opened and read on the 14th day of June,
2007 and it has been determined that Giese Sheet Metal Co., Inc. of Dubuque, Iowa,
with a bid in the amount of $39,474.60, is the lowest responsive, responsible bidder for
the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Giese
Sheet Metal Co., Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
