SUBJECT: Pedestrian Wayfinding Sign System Project
Sealed bids were received for the Pedestrian Wayfinding Sign System Project.
Planning Services Manager Laura Carstens recommends award of the contract to the
low bidder, McCullough Creative, in the amount of $77,268, which includes the base bid
and alternates #1 and #3.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Pedestrian Wayfinding Sign System Project
INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the
Pedestrian Wayfinding Sign System Project.
BACKGROUND
The Pedestrian Wayfinding Sign System consists of two systems: map kiosks at
strategic decision points and directional trailblazer signs.
Map Kiosks
The map kiosks will include a map of Downtown Dubuque and the Port of Dubuque,
showing locations of map kiosks, key destinations, and attractions. Map kiosks will be
located on public sidewalks at key visitor sites and landmarks, at public parking ramps,
and in municipal parking lots in the Downtown and Port of Dubuque. Approximately 20
signs would be located at these sites.
Sign materials will be brushed and powder-coated aluminum, with decorative lettering
sandblasted on the pole. The map will be changeable as attractions change or are
added.
An electronic screen may be added to all map kiosks in the future as budget permits.
With electronic capabilities, the map could be alternated with other cultural information,
such as a schedule of current events.
The map kiosks in the Old Main Historic District will have conduits for power and
telecommunications installed as part of the Old Main streetscape project. Where
conduit is not being installed with the signs in other locations, wireless capability will be
explored for electronic maps. The information symbol "i" will be lit with an LED. Map
kiosks can be internally illuminated, even in historic districts where internally illuminated
signs are not allowed, because public information systems are exempt from sign
regulations.

Trailblazer Signs
The trailblazer signs will be located in the public sidewalks within Downtown Dubuque
and the Port of Dubuque. These signs wilt be aluminum with Scotch-guard 3M type
lettering (like the historic district entry signs). Approximately 30 signs would be located
at key wayfinding points.
The colors and the graphic design elements of the map kiosks and trailblazer signs will
assist the travelers to find their way to an attraction or a destination. Since the map
kiosks and trailblazers span a variety of sub-districts in the Downtown and Port areas, a
modern design has been developed.
BID RESULTS
Sealed bids were received on the project on June 14, 2007. McCullough Creative of
Dubuque, Iowa submitted the low total bid in the amount of $84,468.00. This amount is
9.5% under the estimate of probable cost. A summary of the bid proposals received is
as follows:

Planning and Engineering Staff is recommending that the City Council accept the Base
Bid and the Alternates #1 and #3. City Staff is not recommending accepting Alternate
#2 for the following reasons:
1) Two of the contractors did not provide a bid because they could not locate a
company who could produce an LED sign that small and cover it with a warranty.
2) Because of the size of the screen and LED technology it would be difficult to read.
3) Because of the new technology the video sign industry is uncertain how the video
display would work in extreme weather conditions as in the Midwest.
McCullough Creative's bid of $7,200 for Alternate #2 reflects a per unit cost of the
Internal LED Video Display. The manufacturer requires a minimum order of 15 units .
At $7,200 each, this is $108,000 cost. The cost of Alternate #2 exceeds the budget.

The Map Kiosk signs will be designed to have the ability to accommodate a video
display in the future as the technology becomes more ready available.
I recommend that the contract be awarded to McCullough Creative in the amount of
$77,268.00 (base bid, alternates #1 & #3).

ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the
Pedestrian Wayfinding Sign System Project to McCullough Creative in the amount of
$77,268.00.

RESOLUTION NO. 364-07
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE PEDESTRIAN
WAYFINDING SIGN SYSTEM PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Pedestrian Wayfinding Sign System Project (the Project) pursuant to Resolution No.
302-07 and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 25th day of May, 2007.
Whereas, said sealed proposals were opened and read on the 14th day of June,
2007, and it has been determined that McCullough Creative of Dubuque, Iowa, with a
bid in the amount of $77,268.00, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
McCullough Creative and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
