BACKGROUND
For the past several months Mediacom has been installing "dark" fiber optic
cable to sites as defined in Exhibit B of the current cable franchise agreement.
The I-Net has been designed as a redundant ring of fibers among locations
defined as "core" sites in the franchise agreement. Fiber at sites defined as
"non-core" are terminated to an associated "core" site.
Mediacom will provide installation, warranty and maintenance of the fiber to all sites.
Fiber bundles will range in size from 6 single mode fibers to twelve single mode
fibers. Users of the fiber are responsible for purchasing their own network switching
equipment to "light up" the fiber. Users of the fiber are also responsible for putting
any services on that network such as Internet access or access to network
resources on a local area network. There is no physical network management or

switching equipment (sometimes referred to as layer 2 management) to efficiently
control bandwidth usage between the core sites included with the I-Net project
Dubuque Community Schools have begun the process of connecting their sites
to the Forum using I-Net fiber. Switches and network equipment have been
specified and are awaiting final quotes for the Airport, Leisure Services (Bunker
Hill), Fire Stations 2,5,6, Eagle Point Water Plant and Wastewater Treatment
Plant. Potential users of the I-Net have been meeting over the past several
months to become oriented as to what the I-Net is and can accomplish for their
organization. A user agreement has been created for those sites wishing to
utilize the I-Net fiber.
To make the most optimal and efficient use of the I-Net fiber, assistance is needed
in further design, building and operational phases of the project. If the I-Net is to be
used and managed appropriately, potential users of the I-Net need to work with a

designer to articulate their needs to plan a system that creates a robust, secure and
reliable network using the fiber that has been provided.
DISCUSSION
The Dubuque City Council approved an improvement item in the FY 2008
Information Services Department budget for assistance with the design, building
and operation of the I-Net. The project would encompass multi-year phases (Phase
1 in FY 2008 for $90,900 and Phase 2 in FY 2009 projected at roughly $50,000). In
the "out years" it is projected the funds to support a network help desk will be
approximately $18,000 per year with user I-Net fees off-setting this cost.

would ask that you let me know of any questions or concerns with the RFP. I
would ask that you share this with the City Council per normal practice. Due dates
can be adjusted based on which City Council meeting this document is shared.
