Sealed bids were received for the Port of Dubuque -Ice Harbor Transient Boat Dock
Facility Project. City Engineer Gus Psihoyos recommends award of the contract to the
only bidder, Newt Marine Service, in the amount of $520,546.71, for the Alternate Bid -
Floating Docks with Composite Decking, which is 3.5% over the revised alternate bid
cost estimate of $503,110. It is further recommended that staff be authorized to review
value engineering design alternatives to evaluate project cost saving opportunities.
The required additional funding is available from the savings realized when it was
decided to landscape the site of the former United Rental Building next to the Fourth
Street Parking Ramp instead of paving that site at this time.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the Port of
Dubuque -Ice Harbor Transient Boat Dock Facility Project.
BACKGROUND
The Ice Harbor transient boat docks at the Port of Dubuque are a component of the
Vision Iowa grant for the America's River project. The incorporation of a recreational
boat dock facility is a required component of the Vision Iowa grant. The Vision Iowa
Board has granted the City of Dubuque a time extension for the completion of the dock
components.
To satisfy the Vision Iowa grant requirements, staff is planning a phased approach with
the planning, design and construction of transient boat docks at two potential locations
in the Port of Dubuque: Phase 1 -Ice Harbor and Phase 2 -Mississippi River main
channel.
The Abonmarche Group was hired and has completed the Transient Boat Docks
Feasibility Study for the Port of Dubuque. The study evaluated the most appropriate
location and accommodating slip configuration and layout for transient boat docks in the
Ice Harbor at the Port of Dubuque.
Upon completion of the Phase 1 -Ice Harbor component study, Abonmarche assisted
the City in developing and submitting the Federal Boating Infrastructure (Tier 1) Grant.
Based on the Port of Dubuque redevelopment efforts and the quality of the application
presented, the City was successfully awarded the Tier 1 Grant in the amount of
$100,000.
DISCUSSION
Staff has worked actively with Ice Harbor property owners on multiple transient dock
design layout options which will allow the flexibility to accommodate large commercial
and recreational vessel turning movements within the Ice Harbor. After a lengthy review
process, the City has reached consensus approval on the final transient dock design
layout of which a copy is included for reference.
The Ice Harbor Transient Boat Dock Facility will be located adjacent to Ice Harbor Park
and will provide for the installation of 25 floating courtesy docks which will include 8 - 30
foot slips; 15 - 40 foot slips; and 2 slips for broadside dockage; and an 80-foot, ADA-
compliant access gangway.
In an effort to incorporate sustainable design components into the project, the floating
docking system will include solar-powered lighting located throughout the main walkway
isles and an alternate bid to substitute conventional pressure treated wood decking with
recycled composite decking materials.
The Ice Harbor Transient Boat Dock Facility has been designed to accommodate the
ever changing river stage water elevation within the Ice Harbor. The dock facility will
also include the installation of a floating wave attenuator wall and pile mooring dolphins
to minimize the effects of wave action due to commercial vessels that navigate within
the Ice Harbor.
BID RESULTS
One bid proposal was received on June 21, 2007, which was submitted by Newt Marine
of Dubuque, Iowa in the base bid amount of $483,009.24, and an alternate bid in the
amount of $520,546.71. These amounts are 2.5% over the revised base bid estimate of
probable cost and 3.5% over the revised alternate bid cost estimate. A summary of the
Newt Marine bid proposal is as follows:

The project cost estimate was revised during the bidding phase when it was noted that
the consultant under estimated the plan quantity of main dock walkway. The main dock
walkway quantity was corrected from 4,236 SF to 5,408 SF and issued to potential
bidders prior to the bid letting. This quantity adjustment revised the estimate of probable
cost for the base bid ($471,420) and the alternate bid ($503,110).
During the bidding phase, several dock manufacturers/suppliers commented on
potential modifications to the floating docking system that could be a cost savings to the
project, however there was not sufficient time to evaluate the potential modifications or
make revisions to the design plans. Following the bid letting, staff had several
conversations with Newt Marine regarding their bid proposal, the dock system
manufacturers/supplier proposed (Atlantic-Meeco) and the potential for cost saving on
the project. Newt Marine has agreed to work with staff to review several value
engineering design alternatives to evaluate cost saving opportunities. Initial indications
are that a potential cost savings of $15,000 to $20,000 could be achieved.
RECOMMENDATION
In an effort to support sustainable design and green community initiatives, staff is
recommending the selection of the recycled composite decking material as the
preferred alternate for the floating docking system.
I recommend that the contract be awarded to Newt Marine for the Alternate Bid -
Floating Docks with Composite Decking in the amount of $520,546.71.

The Port of Dubuque -Ice Harbor Transient Boat Dock Facility Project will be funded
through the annual capital improvement project appropriation of City funds as noted
above in the amount of $507,722 and an additional Tier 1 Grant in the amount of
$100,000. The Ice Harbor Transient Boat Dock Facility Project will be funded from this
CIP budget and will be used as the local match for the grant funding.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolution awarding the Port of
Dubuque -Ice Harbor Transient Boat Dock Facility Project to Newt Marine in the
amount of $520,546.71 and authorize staff to review value engineering design
alternatives to evaluate project cost saving opportunities.

DUBUQUE -ICE HARBOR TRANSIENT BOAT DOCK FACILITY PROJECT
Whereas, sealed proposals have been submitted by contractors for the Port of
Dubuque -Ice Harbor Transient Boat Dock Facility Project (the Project) pursuant to
Resolution No.282-o~and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 5th day of June, 2007.
Whereas, said sealed proposals were opened and read on 21St day of June,
2007 and it has been determined that Newt Marine Service of Dubuque, Iowa, with a bid
in the amount of $520,546.71, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Newt
Marine Service and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
