SUBJECT: Decorative Concrete Repair and Maintenance Project
CIP 3001630
Sealed bids were received for the Decorative Concrete Repair and Maintenance
Project. The low bid for all elements of the project was 21 % over the Engineer's
Estimate. City Engineer Gus Psihoyos is recommending that some of the project
elements be delayed for a future date and the bid on the remaining elements be
awarded to the low bidder, Tschiggfrie Excavating in the amount of $227,449.45, which
is within budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the
Decorative Concrete Repair and Maintenance Project.
BACKGROUND
The Decorative Concrete Repair and Maintenance Project will provide for minor repairs,
joint sealing, and the removal of dirt, oils, stains and the application of a new protective
sealer on the decorative concrete surface at the following locations:
• Mississippi Riverwalk
• River's Edge Plaza
• Alliant Amphitheater
• Ice Harbor Park
• Ice Harbor West Road
• Main Street, Town Clock Area
• 4th Street Parking Ramp
• City Hall
• Washington Park
• Flat Iron Park
• Chamber Building Plaza Area
• Peosta Channel Trail, Rest Areas
• Pyatigorsk Park
BID RESULTS
Sealed bids were received on the project on June 21, 2007. Tschiggfrie Excavating,
Inc. of Dubuque, Iowa submitted the low bid in the amount of $256,736.95. This
amount is 21.5% over the engineer's estimate of probable cost. A summary of the bid
proposals received are as follows:

Because this was the first time the City has developed a Decorative Concrete Repair
and Maintenance Project and there was no local historical cost reference information for
such specialized work, the City included terms in the Bid Proposal Form which stated
that "the City reserves the right to ADD or DELETE any of the above Bid Items (1 - 57)
based on available project funding, either at the time of awarding the Improvement
Contract or at any time during the duration of the contract. The undersigned hereby
acknowledges and agrees to the above terms for the ADD or DELETE Bid Items (1 -
57)".
Based on the above terms, staff is recommending deleting the following Bid Items:

51 Riverwalk
52 Riverwalk -Stair 1
53 Riverwalk -Stair 2
Pavement Replacement
54 8th Street at Grand Opera House, Alley

RESOLUTION NO. 375-07
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DECORATIVE
CONCRETE REPAIR AND MAINTENANCE PROJECT
Whereas, sealed proposals have been submitted by contractors for the
Decorative Concrete Repair and Maintenance Project (the Project) pursuant to
Resolution No2~5-0~ and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 25th day of May, 2007.
Whereas, said sealed proposals were opened and read on the 21St day of June,
2007 and it has been determined that Tschiggfrie Excavating, Inc. of Dubuque, Iowa,
with a bid in the amount of $227,449.45, is the lowest responsive, responsible bidder for
the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
Tschiggfrie Excavating, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
