Sealed bids were received for the English Mill Road Pumping Facility Project. Water
Department Manager Bob Green recommends award of the contract to the only bidder,
Portzen Construction, Inc., in the amount of $953,928, which is 3% above the
engineer's estimate of $925,180.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum and attached resolution is to recommend awarding
Portzen Construction, of Dubuque, IA the construction contract for the English Mill Road
Pumping Facility Project.
DISCUSSION
The extent of the work involved in the City of Dubuque, Iowa English Mill Road Pumping
Facility 2014 project consists of the construction of a new pumping facility to provide a
new pressure zone (Zone 7) in the City of Dubuque's distribution system. The project
consists of various components, the major items being: the construction of a new
40'x50' block and brick building, with two 100 HP booster pumps, two 20 HP booster
pumps, four 140 gallon pressure tanks, DIP process piping, electrical, plumbing and
mechanical components, standby power and site work (including PCC parking and
driveway, site grading, fencing, seeding and 115 LF of 12 inch DIP water main
installation including valves and fittings). Coordination with two other projects in the
same general area associated with the project will be required.
Engineer's opinion of Probable Cost: $930,000

It is with the recommendation of IIW, P.C. and staff that I request to award this project to
the lowest qualified bidder, Portzen Construction of Dubuque, IA, in the amount of
$953,928.00.
Engineer's estimate for this project was $925,180.00. The bid of $925,180.00 is
$28,748.00 or 3% above the Engineer's estimate.
I have attached a copy of the recommendation letter submitted by IIW P.C., Inc. for your
review.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE ENGLISH MILL ROAD

Whereas, sealed proposals have been submitted by contractors for the English
Mill Road Pumping Facility Project (the Project) pursuant to Resolution No. and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 5th day of September, 2014.
Whereas, said sealed proposals were opened and read on the 25th of
September, 2014 and it has been determined that Portzen Construction of Dubuque, IA
with a bid amount of $953,928.00, is the lowest responsive, responsible bidder for the
Project.
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into a Public Improvement Contract with Portzen Construction for said
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction of Dubuque, IA and the City Manager is hereby directed to execute a
Public Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 6th day of October, 2014.

In accordance with owner instructions, bids for the Contract B English Mill Road Pumping Facility
2014 project were opened and read at 2:00 p.m. on September 25, 2014. One bid was received for
this project. A tabulation is enclosed.
The bid was submitted by Porten Construction, Inc. of Dubuque, Iowa, in the amount of
$953,928.00.
Porten Construction has the experience, workforce and equipment to properly complete this
contract. We recommend award of the Contract B English Mill Road Pumping Facility 2014 project
to Portzen Construction, Inc. in the amount of $953,928.00.
The engineer's estimate for this project was $925,180.00. The low bid of $953,928.00 is $28,748.00
or 3% above the engineer's estimate.
