Personnel Manager Randy Peck recommends the City Council approve the City of
Dubuque becoming a Home Base Iowa Business and authorize the City Manager to
sign the agreement. The standards to become a Home Base Iowa Business are:
• Pledge to hire a specific number of veterans
• Commit to posting jobs on the Home Base Iowa website
• Become a member of Skilled Iowa

At a recent Dubuque Area Labor Management Council meeting Executive Director Kelly
Cooper asked if the City of Dubuque had an interest in being a Home Base Iowa
Business. The standards to become a Home Base Iowa Business are:
Pledge to hire a specific number of veterans
• Commit to posting jobs on the Home Base Iowa website
• Become a member of Skilled Iowa
On September 15, 2014, the City Council approved a Resolution supporting Dubuque
County as a Home Base Iowa community. I recommend that the City of Dubuque
become a Home Base Iowa Business. The requested action is for the City Council to
approve a motion authorizing you to sign the attached agreement.

Standards to become a Home Base Iowa Business
1. The business pledges to hire a specific number of veterans.
a. This standard may be met by providing a signed letter or other signed written
statement to Iowa Workforce Development. Such statement should indicate the
number of veterans the company pledges to hire by December 31, 2018.
2. The business commits to posting their jobs on the Home Base Iowa website.
a. This standard may be met by certifying such commitment in a signed letter or other
signed written statement provided to Iowa Workforce Development. The business
does not need to post jobs exclusively to the Home Base Iowa site.
3. The business becomes a member of Skilled Iowa.

a. This standard may be attained by meeting the existing Skilled Iowa standards, or by
demonstrating that the business is already a Skilled Iowa member.
