INTRODUCTION
The purpose of this memorandum is to request that the Dubuque City Council schedule
a work session preceding its regular business meeting on October 20th.
BACKGROUND
The 28E intergovernmental agreement entered into by the City and County of Dubuque
in 1975, which created the Dubuque Metropolitan Area Solid Waste Agency, requires
the Agency's Board of Directors to first obtain approval from both the City and County
before borrowing money. Monies are now needed by the Agency to construct its next
landfill cell and to install a closure cap over its recently -filled landfill cells.
DISCUSSION
A resolution authorizing the Agency's Board of Directors to proceed with the borrowing
is being prepared for Council consideration on the 20th by the Agency's bond counsel
and City Attorney Barry Lindahl. The Agency requests the work session in order to
provide Council with an overview of current Agency operations, its plans for the future,
and its need to borrow monies for upcoming capital projects.
ACTION STEP
A work session with Agency staff on October 20th is requested to be authorized by the
City Council at its October 6th meeting.
