Five Flags Civic Center Advisory Commission Meeting

Commissioner Parks motioned and Commissioner Bakke seconded, to
approve the minutes of the July 28, 2014 meeting. The motion passed
unanimously
Commissioner Hill introduced Kevin Eipperle. Kevin was invited to the
meeting to discuss the possible cost of the feasibility study FEH
Associates Inc. works on different feasibility and engineenrtg studies
through the region. Kevin discussed some different pieces of what would
make up a feasibility study
Engineering Assessments
Code related issues
Renewable energy
Thermal envelope
Additional mating
What canishould this beg Public input.
Public input could be through an advisory taskfarce, open design
workshops, or surveys of general public and current clients_
Kevin presented hard copy examples of studies done for Dubuque County
(estimated $46000 cost), City of Eldhge IA {estimated $36,000 cost).
These booklets included site selection, conceptual designs, budgets,
timelines, options, capitol and operating costs All meeting notes
included.
Kevin then discussed The study of Theisen Event Center in Sioux City
conducted ten years ago (estimated $70.90,000 cost). This is similar to
Five Flags Center, an existing event center with a "re -invented'
expansion.
Commissioner Bakke brought up the communication on the capacity
shortfall to compete forsporing events and concerts.
Kevin stated the opportunity to create a task farce with the public and
current clients. Have the clients discuss their dreams-- to better their use
of the building, have public discuss what they would like to experience.
Marie Ware entered meeting at this time - Kevin and Commissioners
updated her on the information and discussion continued_
Commissioner Hill asked an estimated length of time for the process for a
feasibility study. Kevin reported that it would depend on the amount of
public input, he suggested it could be around four months. Kevin Eippere

Commissioner Parks began discussing his communication with council
members. He received positive responses and now has some numbers to
take back to them after listening to Kevin Eipperle's presentation.
Commissioner Hill verified with Marie the amount of money allocated for
the study. $30,000 from SMG is reserved for a study, the City would need
to budget for the additional money needed.
Mare Ware cautioned delivering specific numbers at this time as there is
not enough information for the specifics of the study to give a number.
Commissioner Daugherty reported on his communication with Joyce
Connors and Ric Jones. They agreed with the importance of this study
but were unsure of the costs. Commissioner Parks discussed his
communication with Roy Boul, Lynn Sutton, and Kevin Lynch was just as
positive. The council has had Five Flags in their minds and understands
the information from the Commissioners. Dave Resnick and Karla Braig
were not able to meet as they were out of town on vacation.
Commissioner Hill discussed the next steps:
• Reach out to council members to thank them for meeting with
commission.
• Commissioner Bakke motioned the Five Flags Civic Center
Commission return to meeting monthly as of 3rd Monday of
September. Commissioner Parks was concemed that this may not
be the time for commission to meet monthly and asked Marie for
the process and timeline if Five Flags is placed in the goals.
• Motion did not receive a second.
Mare discussed the timeline or journey in detail, Council goals will be
released to public in January 2015. Public hearing for Five Flags Budget
will be held February 2015, Commissioners and public can be at hearing
to show support at this time. Final hearing night when budget is adopted
takes place March 2015. Money is available July 2015, when work can
begin on creating the RFP.
Commissioner Hill recommend that Commissioner Bakke bring his motion
to meet more than quarterly to the table again at the October 27, 2014
meeting.
Commissioner Bakke asked about Commissioner Scott. She has missed
meetings and if she is not able to give the time we should look into a new
commission member. Ali Levasseur will talk to City Clerk about the city's
attendance code for Commissioners.

to adjourn the meeting. The motion passed unanimously.
Next quarterly meeting held in the General Manager's Office on Monday
October 27, 2014 at 3:30PM. Five Flags staff will place an email
"Thursday before" to remind commissioners of the meeting.
