ABSENT: Commission Members Keisha Wainwright, Mike Coty and Matthew Lundh.
AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting
was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER: The meeting was called to order at 5:33 p.m.
MINUTES: Motion by Stuart, seconded by Wand, to approve the minutes of the May 17, 2007 as
submitted. Motion carried by the following vote: Aye -Olson, Whalen, Loney-Bichell, Wand and
Stuart; Nay -None.
DESIGN REVIEW: Application of Rudy & Shawn Vera for a Certificate of Appropriateness to
add deck on rear of building located at 560 Jefferson Street in the W. 11th Street Historic
District.
Shawn and Rudy Vera, 970 Olive Street, explained they want to add a deck on the rear of the
building because the current deck is too small. They added that this request responds to a
tenant's request for a larger deck. They explained the size and location of the deck and said it
will be painted white.
Staff Member Johnson reviewed the staff report.
The Commissioners discussed the location and length of the deck, and style of railing.
Commissioner Stuart asked if the structure is contributing. Staff Member Johnson clarified it is
listed as contributing because it once was the carriage house to the larger home, but in and of
itself, it is not a contributing structure.
Commissioners discussed the design of the double-railing, spacing of the spindles, City
Building Code requirements, and the existing railing. Commissioners discussed framing the
lattice or setting it behind the vertical supports would be more historically appropriate.
Motion by Wand, seconded by Stuart, to approve the request to add a deck on the rear of the
building located at 560 Jefferson Street, as submitted, with the following provisions: 1) That

vertical supports and railing be spaced as per City Building Code; and 2) That the lattice be
framed and/or set behind vertical supports. Motion carried by the following vote: Aye -
Whalen, Olson, Loney-Bichell, Wand and Stuart; Nay -None.
DESIGN REVIEW: Application of Scott Hendron for a Certificate of Appropriateness to
rehabilitate the front porch located at 1433 Main Street in the Jackson Park Historic District.
Scott and Leslie Hendron, 1433 Main Street, were present. Mr. Hendron reviewed the
property's historical significance, the porch history, and the current condition of the porch.
They purchased the property in September 2007. He reviewed the overall plans for
rehabilitation of the porch, and detailed images of decay in the existing porch elements. He
then reviewed the porch rehabilitation sequence of work and rehabilitation plan. He explained
the choice of wood and materials. He noted issues he has with water retention and load
distribution for the column; moisture on the end grain of the baluster/balustrade; and airflow
and drainage for the pedestals. He explained methods he will use to address these issues.
The Commission discussed with Mr. Hendron how he will address the plaster fascia on the
porch.
Staff Member Johnson reported the staff report was covered by Mr. Hendron's presentation.
He asked about timing and method for new columns. Mr. Hendron said the missing column
will be done first and very quickly. Bottle jacks are ready. The Commission cautioned Mr.
Hendron to be sure the Building Services staff review the supports before replacement of the
column. Commissioners discussed what will be done with other columns. Mr. Hendron said
he would save the half columns and capitals. He would replace all six columns with synthetic
columns and replace the capitals as well.
Commissioners discussed the use of wood vs synthetic columns on other structures and on
this structure. They also discussed the availability of original wood and synthetic replica
products. Commissioners recommended to not use poplar. Mr. Hendron agreed.
Commissioner Whalen felt with the significance of the structure and the intent of the
regulations, the columns and capitals should not be synthetic. Commissioner Stuart felt the
use of synthetic materials was appropriate.
Commissioners discussed use of synthetic materials is a "slippery slope" for other projects.
Commissioners Wand advocated retaining existing columns and replacing/repairing
deteriorated sections. Mr. Hendron reviewed the issues with doing this.
Motion by Stuart, seconded by Loney-Bichell, to approve the request to rehabilitate the front
porch located at 1433 Main Street, as submitted, with the following conditions: 1) That half
columns be retained; 2) that an attempt be made to salvage and reuse full capitals cut in half
for replacing the capitals on the half columns; and 3) that the use of synthetic columns and

synthetic capitals is allowed. Motion carried by the following vote: Aye -Olson, Loney-Bichell
and Stuart; Nay -Whalen and Wand.
Commissioners discussed other examples, and encouraged the retention of the existing
columns. Commissioners also noted that any proposed variations from the submitted
proposal must be reviewed with staff first to determine if there is a material change from the
Certificate of Appropriateness.
DESIGN REVIEW: Application of Steve & Sue Butt/Butt's Florist for a Certificate of
Appropriateness to replace two front doors, install 12 windows, construct an attached garage,
and construct rooftop railings for the new garage and for the east half of the building at 233
Main Street, for property located at 233-241-253 Main Street in the Old Main Historic District.
Steve and Sue Butt, 1560 Ruann Drive, and Don Stumpf, Stumpf Construction, were present.
Ms. Butt reviewed the reasons for the project. She explained two doors will be replaced and
noted the door that will be replicated with adjustment for different doors. She explained the
two storefront doors will be matching, and the two residential doors will be matching. She also
explained they would like to add residential space, and so have asked to install new windows.
Commissioners noted the new windows appear to have a different height-to-width ratio than
the existing windows. Discussion followed on the size of the new windows on 233, 241 and
253 Main Street. It was concluded that the dimensions of existing windows and new windows
on 233 Main Street are 75 by 40 inches.
The Butts explained the non-original chimney will be removed when it is no longer needed as
a chase for the first floor furnace.
Commissioners discussed the rear facade of-241 and 253 Main Street will have windows 48
by 36 inches. Commissioners discussed type of sills.
Ms. Butt said they would like to have a garage on the rear. The garage will be one story, with
parapet wall stepping down. Windows on the side facade of 241 Main Street will be smaller.
Commissioners suggested using existing double hung windows on the second floor to provide
proportion and style of new windows proposed for third floor.
Commissioners discussed new awning window on south elevation of garage. Ms. Butt raised
security issues. Commissioners discussed other options: No window or opaque frosted glass
or reinforced glass in double hung window to match other windows.
Commissioners discussed using French doors instead of sliding doors on the west and south
elevations of 241 Main Street.

would be on new garage and over cementious coating/stucco, but not over brick. The option
of painting stucco was discussed. Commissioner Wand noted Bricktown is an example of a
similar treatment using drivet. Commissioners suggested a terra cotta color to match 241
Main Street.
Commissioners discussed the option of painting the cement block section above the garage
instead of cemplank siding. Commissioners strongly noted the need to resolve the water
intrusion problem on these facades before any additional covering is applied.
The applicants proposed the decorative railing at Lot One for the guardrail on their project.
Commissioners discussed adjusting it to meet City Building Code and to be as minimal in
appearance as possible. Commissioners reiterated their support of a design similar to this
that meets City Building Code for a guardrail, including a 4 inch sphere.
Commissioners discussed repairing cementious coating and then applying EFIS in a color
similar to brick on the south facade.
Commissioners discussed the service door and the garage door on the west facade.
Motion by Stuart, seconded by Loney-Bichell, to approve replacing the two front doors,
installing 12 windows, constructing an attached garage, and constructing rooftop railings for
the new garage and for the east half of the building at 233 Main Street, for property at 233-
241-253 Main Street, with the following conditions:
1) On the South Elevation of 241 Main
a) new double-hung windows should meet existing double hung window on the 2"d level of
the far west end,
b) slider to be replaced with either a pair of French doors or single French or swinging door,
and
c) cementious coating to be repaired, and then either painted to match color of rear facade
of 241 Main Street or another material may be applied to replicate cementious material
(e.g. stucco or EFTS) and colored to match rear facade of 241 Main Street;
2) On South Facade of Garage Addition
a) siding material may be cemplank,
b) double hung windows to match other double hung windows on south facade, and
c) obscured glass is acceptable;
3) On West Facade of 233 Main Street
a) on third floor, two double hung windows as shown, and slider to be replaced with single
swinging door to match window width,
b) on second floor, slider to be replaced with pair of French doors or single swinging door to
match window width, and
c) exterior finishes the same as south facade;

4) On garage addition west fagade
a) cemplank is acceptable,
b) service door to have three recessed panels similar to drawing for apartment doors, and
c) garage door as single 16 foot door with recessed panels or a single door that looks like
two doors without being flat;
5) Front Facade/Storefronts
a) door to 253 Main Street should match the apartment door on 233 Main Street and be
wood as proposed, and
b) storefront door to 233 Main Street to be replaced as proposed with the bottom of the solid
pane of glass to match the bottom of the solid pane of glass on the storefront windows;
6) South Facade of 233 Main Street
a) Seven new windows to match size of window on main level of facade (approximately 75
by 40 inches) with sill and lintel to resemble sill and lintel on same window, with material
of sill and lintel to be whatever is cost effective, and
b) non-original chimney may be removed;
7) West facade of 241 Main Street
a) three windows on 3~ floor shall match width and position of windows below, height may
be less to accommodate head room,
b) sill to resemble sill on windows below, and
c) second story walk-out porch to use either metal or wood to replace existing railing;
8) Railin as proposed is acceptable, with design to be evaluated for compliance with City
Building Code as a guard rail.
Motion carried by the following vote: Aye -Whalen, Olson, Loney-Bichell, Wand and Stuart;
Nay -None.
DESIGN REVIEW: Application of Robert Beltran/Belstar Investments LLC for a Certificate of
Appropriateness to replace wood slat roof shingles to match other half of duplex with asphalt
shingles located at 1554 Locust Street in the Jackson Park Historic District.
Tiffany Beltran, 1554 Locust Street, presented a letter from Robert Beltran explaining the
project.
Staff Member Johnson reviewed the staff report, and the applicant's proposal to replace the
wood slat roof shingles with asphalt shingles to match the other half of the duplex.
Commissioners discussed the condition of the roof on the neighboring unit. Commissioners
discussed the wood shingles are more appropriate as this is acharacter-defining feature.

Staff Member Johnson noted the neighbor can continue to replace the asphalt roof with
asphalt shingles.
Commissioners reviewed the Secretary of the Interior's Standards. They noted the cost in any
case is labor to remove existing shingles and install new shingles, regardless of the type of
shingles used to re-roof the structure.
Motion by Wand, seconded. by Whalen, to approve the request to replace the wood slat roof
shingles to match the other half with asphalt shingles at 1554 Locust Street. Motion failed by
the following vote: Aye -None; Nay -Whalen, Olson, Loney-Bichell, Wand and Stuart.
Commissioners suggested using cedar shakes. Staff Member Johnson recommended
pursuing glow-interest loan for cedar shakes.
ITEMS FROM STAFF:
Building Services Dept. -Status Report on Historic Preservation Enforcement
Commissioners discussed possible rot on the home of Rodney Carroll at 11 & Alice Street. No
referral to Building Services at this time as Mr. Carroll is working on it.
Staff Member Johnson reviewed the following changes to the Status Report from the last meeting.
352 Bluff Street -Building Services Manager Rich Russell and Dubuque Main Street Executive
Director Dan LoBianco are following up with the property owner regarding project status.
905 Spruce Street - A letter has been sent to the property owner regarding the process for filing
any claims he has against the City.
1163 Highland Street -Staff Member Johnson and Mr. Russell have reinspected and reconfirmed
the necessary repairs with the property owner. Mr. Russell will follow up in writing.
Commissioners asked if there is any safety issue with the stone wall along the stairs to the porch
and referred this to the Building Services Department.
538 Wilbur -Nothing to report.
1017 Bluff Street -Temporary repairs have been made, but they still are not in compliance.
180 Main Street -Window still needs to be replaced per the Certificate of Appropriateness.
342 Main Street -Making progress.
1920 Madison Street -Legal Department was to check status on June 21, 2007.
1433 Main Street - HPC reviewed and approved at this meeting.

1051 White Street -Demolition permit issued.
3040 Elm Street -Notice on demolition by neglect sent to both property owners; and both owners
have contacted Staff Member Johnson.
1492 Locust Street -Building Services will be sending a notice on demolition by neglect for
exterior paint issue. In answer to a question from the Commission, Staff Member Johnson
clarified the complaint was not Commission generated.
Four Mounds Archeological Survey -Phase 1
Chris Olson provided background and intent of project in her capacity as the Executive Director of
Four Mounds. She explained how the archeological survey of the cultured grounds will proceed.
She explained the partners involved are Four Mounds, the City of Dubuque, the State Historic
Preservation Office, Great Lakes Archeological Research Center, and Loras College. She noted
the state grant requires the project be discussed at a public meeting. Discussion followed on what
had been on the site previously.
There were no public comments.
Four Mounds Public Improvement Project HDPIP Support
Chris Olson removed herself as Chairperson to present the proposal. Vice Chairperson Dave
Stuart presided.
Chris Olson, as Executive Director of Four Mounds, reviewed the Four Mounds Public
Improvement Project. She provided an estimated budget for road, parking, drainage and erosion
control as well as additional historic features. She reviewed the proposed best practices for
managing storm water runoff, and existing features (like cisterns) that minimize run off. She noted
the project includes road widening at several sites and adding overflow parking.
She said Four Mounds is seeking a Watershed Improvement Resource Board grant, and is
looking for the City's commitment at some level for Historic District Public Improvement Program
funds of $100,000 as local match in FY09.
She reviewed project details using historic photos. She referenced a map that shows the
proposed changes.
Motion by Wand, seconded by Loney-Bichel, to recommend City Council write a letter of support
identifying the anticipated use of HDPIP funds currently budgeted in FY09 for the Four Mounds
Foundation Public Improvement Project per City Council approval. Motion carried by the following
vote: Ayes -Wand, Loney-Bichel, Whalen, Stuart; Nays -None; Abstain -Olson.
