Staff present: Gil Spence, Bob Fritsch, Pat Prevenas and Eileen Trimble
It was moved by Harjehausen, seconded by Lyness, to approve the minutes of
the May 8, 2007 meeting. The motion passed unanimously.
It was moved ~ Daykin, seconded ~ Blocklinger, to remove from the table,
the request to Chan a the hours of Orange Park. The motion ap ssed
unanimously.
Leisure Services Manager Gil Spence said the situation has improved some
because of increased park patrol presence, and hopefully it will improve more
when the fence is up. Mr. Spence went to the park the night before at 8:00
p.m., and there were approximately 25 children of the appropriate age in the
park at that time. Various commissioners had visited the park at different times
during the past month and found the same. No motions were proposed; no
action taken.
Mr. Spence informed commissioners:
• Highway 20 Phase II landscaping at Bryant/Hill intersection moving forward;
need to plant grasses yet; putting in stone wall. • Eagle Point Park fee
collection booth is moving forward slowly. When the road work was being
done, the contractor recommended surveying the property line so the footings
for the gate were on city property. It was found that the park road was partially
on the neighbor's property and had been for years. The city is in the process
of working out the issue. • Playground equipment for Lincoln School should
be here by July 1st; ordering play units for Welu and Southern Parks after July
1st. • Will be remodeling rest rooms at Arboretum to fulfill ADA requirements
($34,000).
Park Division Manager Bob Fritsch updated commissioners:
• had some stone work done on patio below west end of bridge complex;
doing some re-design work at Washington Park -landscaping around flag
poles and south side of Gazebo; • the barrier put up at the entrance to the pet
park does seem to have some effect • using a "zone" system for the grass
cutting crew, and it's working well; • large mower bid came in within budget.

RECREATION Recreation Division Manager Pat Prevenas updated commissioners:
DIVISION
REPORT: • Office staff is very busy selling season swim passes and taking registrations
for summer classes. • Pools are very busy; had some repairs this year since
the pools are 17/18 years old. A heater pump ($1,600) had to be replaced at
Flora Pool and a flow meter ($2,000) had to be replaced at Sutton Pool.
Golf rounds for April was down 20% but May was up, so we are up 3% for the
season and general revenue was up 2% from last year; other courses are
seeing worse numbers than us. • During the first two months of registration,
37% of total revenue was from Internet registrations. The first thirty days of
registration showed 45% of those registered were nonresidents; do we need to
look at that in the future? It is possible to program the software to only accept
residents for the first couple weeks. Also, the $3.00 nonresident fee for swim
lessons has been the same for seventeen years, should we look at increasing
that amount?
OTHER Golf meeting: nobody showed up for the third open meeting that was
BUSINESS: scheduled June 5th. Mr. Spence suggested that next year we have one open
meeting at the beginning of the season and one at the end of the season.
Heron Pond: staff is working with the Corps to do what they require for us to
restore trees; they are requiring 15' and 25' circles. Mr. Spence is talking to
the Corps about the number of trees they are requiring -there are way too
many and many won't survive as they grow into each other.
Pet Park: Mr. Spence told commissioners he has found three possible sites
for pet park -- 12th Street across from Art Pape Transfer; Highway 20 and Bluff
Street, northwest corner; and Jones Street by the floodwall.
Ribbon cuttings: Riley Park on Monday, June 18th; Orange Park on Monday,
July 2nd.
Citizen comments to Daykin: Commissioner Daykin has heard from people
that are upset they can't sit in their cars by the river anymore and can't drive
around and look at the river without having to get out of their cars.
ADJOURN; It was moved by Lyness, seconded by Daykin, that the meeting be adjourned
