City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the Reeder and Lois Street Sanitary Sewer Project, as completed by WC Stewart
Construction, Inc., in the final contract amount of $39,978.84, which is a 6.56%
decrease from the original contract.

INTRODUCTION
The enclosed resolution provides for the acceptance of the construction contract for the
Reeder and Lois Street Sanitary Sewer Project.
BACKGROUND
The Reeder and Lois Street Sanitary Sewer Project completely separated the sanitary sewer
system from the storm sewer system. It involved the installation of storm and sanitary
structures, pipe, pavement, and associated surface restoration.
DISCUSSION
The Reeder and Lois Street Sanitary Sewer Project was completed by WC Stewart
Construction, Inc. of Dubuque, Iowa, in the final contract amount of $39,978.84, which is a
6.56% decrease from the original contract in the amount of $42,602.02. The decrease was due
to removing the street repaving from the contract. During construction, Engineering determined
that by removing additional pavement and performing some minor grading, the drainage of the
street could be drastically improved. This work was incorporated into the Street Program.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize the payment of the
contract amount of $39,978.84 to the contractor for the Reeder and Lois Street Sanitary Sewer
Project.

to authorize the payment of the contract amount of $39,978.84 to the contractor for the Reeder
and Lois Street Sanitary Sewer Project.

ACCEPTING THE REEDER AND LOIS STREET SANITARY SEWER
PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT
AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Reeder and Lois Street
Sanitary Sewer Project (the Project) has been completed and the City Manager has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Manager
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Manager is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Reeder and Lois Street Storm Sewer Capital Improvement Project and Sanitary
Sewer General Repairs Capital Improvement Project appropriations for the contract
amount of $39,978.84 less any retained percentage provided for therein as provided in
Iowa Code chapter 573, and to pay such retainage only in accordance with the
provisions of Iowa Code chapter 573.
