Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant was not in attendance.
Staff reviewed the submitted plat noting substandard Lots 1 and 3, location of designated open
space and access to Lake Front Drive-a private street-in Cedar Lake Development. Staff
recommended approval of the plat subject to waiving lot frontage and area requirements for Lot
1 and lot frontage requirement for Lot 3.
There were no public comments.
The Zoning Advisory Commission had no objection to the submitted plat.
Recommendation
By a vote of 4 to 0 the Zoning Advisory Commission recommends that the City Council approve
the request, subject to waiving lot frontage and area requirements for Lot 1 and lot frontage
requirement for Lot 3.
A simple majority vote is needed for the City Council to approve the request.

A RESOLUTION APPROVING THE FINAL PLAT LOTS 1 THRU 5 OF CEDAR LAKE
BUILDING GROUP FIRST ADDITION.
Whereas, there has been filed with the City Clerk a Final Plat Lots 1 thru 5 of Cedar Lake
Building Group First Addition in the City of Dubuque, Iowa; and
Whereas, said Final Plat provides Lot 1 and Lot 3 with 0 feet of lot frontage, where 50 feet is
required and Lot 1 provides 517 square feet of lot area where 5,000 square feet is required by
Section 42-19(b) of the Subdivision Regulations; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission and had
its approval endorsed thereon; and
Whereas, said Final Plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to allow Lot 1 and
Lot 3 have 0 feet of frontage, where 50 feet is required, and Lot 1 to have 517 square feet of lot area
where 5,000 square feet is required.
Section 2. That the Final Plat Lots 1 Thru 5 of Cedar Lake Building Group First Addition is
hereby approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said final plat.

SUBJECT: Final Plat Lots 1 thru 5 of Cedar Lake Building Group First Addition
INTRODUCTION
The submitted final plat of Lots 1 thru 5 of Cedar Lake Building Group First Addition is
located in the Cedar Lake Development at the intersection of Cedar Cross Road and
Lake Ridge Drive. The submitted final plat subdivides an existing parcel of land into five
lots to facilitate the sale of condominiums along the private street Lake Front Drive.
DISCUSSION
The submitted final plat subdivides an existing parcel into five lots. Lot 1 separates a
small accessory building connected with the pool for the development and is
substandard in terms of lot size and lot frontage. Lot 2 includes two condominium
buildings. Lot 3 will be deeded back to the Cedar Lake Homeowners Association and
does not have frontage on a public or private street. Lot 4 will be developed for a future
condominium building and Lot 5 will also be deeded back to the Cedar Lake
Homeowners Association.
Planning staff does not object to the waiving of lot area and frontage requirements for
Lot 1, nor the lot frontage requirements for Lot 3. Lot 1 is currently encumbered by an
accessory building connected with the pool facility that serves the residents of Cedar
Lake. Lot 3 will be deeded back to the homeowners association for Cedar Lake and is
designated for open space adjacent to the existing pond. Lot 5 is also designated as
open space in the current conceptual plan for the development and will remain as such.
RECOMMENDATION
Planning staff recommends that the final plat of Lots 1 thru 5 of Cedar Lake Building
Group First Addition be approved subject to waiving lot frontage and area requirements
for Lot 1, and the lot frontage requirement for Lot 3.
