Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, reviewing the lot line changes necessary to
facilitate the construction of a new home on Lot 6.
Staff reviewed the staff report, noting the number of existing homes and businesses on
the property, access to and through the parcel, and construction of a new home on Lot
6. Staff noted that the lot frontage requirements for Lots 1, 3 and 4 need to be waived,
but the lots will be served by access easements.
The Zoning Advisory Commission discussed the request and felt it was appropriate.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request subject to waiving the lot frontage requirement for Lots 1, 3 and 4.
A simple majority vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted Final Plat of Steger Heights Plat 2 subdivides 6.28 acres into six parcels.
The subject property has frontage on U.S. Highway 20, Ethel Avenue, and Mineral
Street. The property is on the north side of U.S. Highway and is the location of Verlo
Mattress Factory Store and Sid's Liquor as well as three existing single-family homes.
The submitted plat will also facilitate the construction of a new single-family home on
Lot 6.
DISCUSSION
The submitted Final Plat of Steger Heights Plat 2 basically began as a process to create
a building lot for a new single-family home that will be located on Lot 6. The plat has
developed into a minor subdivision plat that places Verlo Mattress Factory Store, Sid's
Liquor, and the two single-family homes located across from those businesses on their
own parcels with new access easements to each of the lots. The existing house on Lot
5 fronting on Mineral Street is part of a land swap to create the new Lot 6.
The Zoning Advisory Commission is reviewing the submitted Final Plat as it is a minor
subdivision creating 6 new lots. In addition, a waiver for lot frontage requirements is
necessary for Lots 1, 3, and 4. The two existing single-family homes located across
from Verlo Mattress Factory Store and Sid's Liquor were on their own parcels
previously. However, the submitted Final Plat realigns those lot lines; thus, they are
considered to be new building lots. Neither of the single-family homes had frontage on
an approved public or private street previously.
The access from U.S. Highway 20 that serves Sid's Liquor and Verlo Mattress Factory
Store and the two single-family homes will continue to exist as it is today. The new Lot 6
will have access to Ethel Avenue. The existing home on Lot 5, 2750 Mineral Street, will
continue to have access to Mineral Street.

Planning staff does not object to the proposed lot layout for the Final Plat of Steger
Heights Plat 2 as the only physical change that will be noticeable is the construction of a
new single-family home on Lot 6. The submitted Final Plat also clarifies existing access
and utility easements that were present prior to the current platting, and will protect
property values in the future when the individual properties come up for sale.
RECOMMENDATION
Planning staff recommends that the Zoning Advisory Commission recommend approval
of the Final Plat of Steger Heights Plat 2 subject to waiving lot frontage requirements for
Lot 1, 3, and 4.

RESOLUTION APPROVING THE FINAL PLAT STEGER HEIGHTS PLAT 2 IN THE CITY OF
DUBUQUE, IOWA
Whereas, there has been filed with the City Clerk a Final Plat Steger Heights Plat 2 in the
City of Dubuque, Iowa; and
Whereas, said Plat of Survey provides 0 feet of frontage for Lot 1, Lot 3 and Lot 4 where 50
feet of street frontage is required by Section 11-14 of Title 16 of the City of Dubuque Code of
Ordinances, Unified Development Code; and
Whereas, said Final Plat has been examined by the Zoning Advisory Commission and had
its approval endorsed thereon; and
Whereas, said final Plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Section 11-14 of Title 16 of the City of Dubuque Code of Ordinances, Unified
Development Code, is waived to allow 0 feet of frontage for Lot 1, Lot 3 and Lot 4 on a public street
or an approved private street.
Section 2. That the Final Plat Steger Heights Plat 2 is hereby approved and the Mayor and
City Clerk are hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa
upon said Plat of Survey..
