City Engineer Gus Psihoyos recommends City Council approval of an Amendment to
City Ordinance 9-7-321.285 to reduce the speed limit from 35 mph to 25 mph on Kerper
Boulevard from Pine Street to 11th Street. The speed limit on Kerper Boulevard from
11th Street to Hawthorne Street will remain 35 mph.
After completion of the One -Way to Two -Way project, current posted speed limits on
11th Street and Kerper Boulevard, east of Pine Street do not coincide. Eleventh Street
east of Pine Street is posted at 25 mph, while Kerper Boulevard east of Pine Street is

Engineering has determined the current speed limit of 35 mph on Kerper Boulevard,
east of Pine Street, is excessive with the presence of two-way traffic and the existing
horizontal curves. A reduced speed limit to 25 mph on Kerper Boulevard from Pine
Street to 11th Street will improve the safety of the roadway.

INTRODUCTION
This memorandum is in regards to an amendment to City Ordinance 9-7-321.285 in which a
portion of Kerper Boulevard from Pine Street to 11th Street is recommended to have a speed
limit reduction from 35 mph to 25 mph. The speed limit on Kerper Boulevard from 11th Street to
Hawthorne Street will remain 35 mph.
BACKGROUND
After completion of the One -Way to Two -Way project, current posted speed limits on 11th Street
and Kerper Boulevard, east of Pine Street do not coincide. 11th Street east of Pine Street is
posted at 25 mph, while Kerper Boulevard east of Pine Street is posted at 35 mph. 11th Street
and Kerper Boulevard east of Pine Street are now two-way streets.
DISCUSSION
Engineering has determined the current speed limit of 35 mph on Kerper Boulevard, east of
Pine Street, is excessive with the presence of two-way traffic and the existing horizontal curves.
A reduced speed limit to 25 mph on Kerper Boulevard from Pine Street to 11th Street will
improve the safety of the roadway.
This reduction will coincide with the current posted speed limit on 11th Street, east of Pine
Street. Kerper Boulevard from 11th Street to Hawthorne Street will remain 35 mph.
RECOMMENDATION
Engineering recommends a posted speed limit reduction from 35 mph to 25 mph on Kerper
Boulevard from Pine Street to 11th Street based on the presence of two-way traffic and
horizontal curves on this section of roadway.
ACTION TO BE TAKEN
Approve amendment to City Ordinance 9-7-321.285 that reduces the speed limit to 25 mph on
Kerper Boulevard from Pine Street to 11th Street.
