On behalf of the City of Dubuque, Iowa, this letter is to express our support for the International
City/County Management Association (ICMA) team on its proposed Urban Land Use and
Climate Change Adaptation Planning Program (CLIMA-PLAN) proposal in response to USAID's
Request for Application RFA-517-14-000003 in the Dominican Republic.
The City of Dubuque (population 58,000) is Iowa's oldest city and is among the oldest
settlements west of the Mississippi River, chartered in 1837. It is located on the Mississippi
River at the juncture of Iowa, Illinois, and Wisconsin. Our community features a rich history,
magnificent historical architecture, diverse arts and cultural amenities, and abundant natural
beauty, including majestic limestone bluffs along our beautiful riverfront. Dubuque is now the
major retail, medical, education and employment center for the tri-state area with a workforce of
601000.
Our progressive economic development focus promotes citizen involvement in developing City
priorities. This formula for success has positioned Dubuque to be among the top cities in the
Midwest to raise a family, have a meaningful career, start or grow a business, and enjoy life! Of
note, one of our five-year goals is a commitment to creating a truly sustainable city.
Dubuque was one of the original pilot communities selected by ICMA to participate in the
Professional Fellows Program in 2011 and has been the only community nationwide to
participate in the program for four consecutive years. Dubuque has hosted Fellows from China
(three times), Australia, New Zealand (twice), East Timor, and now Indonesia as part of this
program. The City of Dubuque also has staff participate as traveling fellows to China (twice),
Australia, New Zealand, and East Timor.
Should the ICMA Team be awarded this program, the City of Dubuque agrees to support ICMA
in the provision of technical assistance, through a city-to-city exchange that would look at the

innovative planning methods being used to address climate challenges. The city of Dubuque
will also provide guidance and expertise through an on-going online exchange to help the
Dominican Republic with the implementation of these sound planning systems.
We look forward to collaborating and assisting ICMA and its partners in promoting the efforts of
CLIMA-PLAN in the Dominican Republic.
