Iowa Department of Transportation - Local Road Detour Agreement
Iowa DOT Agreement No. 2015-12-078 FINAL

INTRODUCTION
The enclosed resolution authorizes the Mayor to execute an agreement with the Iowa
Department of Transportation (Iowa DOT) for the use of local roads as an authorized
detour route for the South Grandview Avenue at US 52 Overpass - Bridge Rehabilitation
Project.
BACKGROUND
The South Grandview Bridge over US 52 has sustained damage over the years due to
oversized commercial vehicle impacting the substructure support beams. The bridge
has had previous repairs completed; however the steel bridge beams can no longer
handle the heat treat process required for re-straightening.
As part of the recently completed US 52/61/151 Improvements and Catfish Creek
Bridge Replacement Project, the mainline highway was lowered under the South
Grandview Bridge so that vertical clearance standards are in compliance.
Now that the US 52/61/151 Improvements are complete, the Iowa DOT can complete
the necessary permanent repairs to the South Grandview Bridge over US 52. The
bridge rehabilitation project will provide for the removal and replacement of the
southernmost beam, bridge deck, sidewalk, and barrier rail.
The bridge rehabilitation project will occur in early 2015, with a contract late start date of
May 26, 2015, and specifies 70 working days to complete the work. The project will also
require the contractor to work nights (9 PM to 6 AM) to complete the bridge deck
demolition, bridge beam removal and replacement. During the night time bridge deck
demolition and bridge beam work, the mainline highway will be closed and traffic will be
detoured onto the exit and on ramps. It is anticipated that the night time work will take
approximately 5 working days. All other work (approximately 65 working days) will be
done during normal daytime hours.
Both the staff and Iowa DOT staff discussed the loud disruptive work that will occur
during the night time demolition operations. The City has agreed to issue a Noise
Variance for the approximately 5 working days that night work will occur. The City also
agreed to work with the Iowa DOT to mail informational notices to nearby property
owners, notifying them of the project and the loud night time demolition operations.
RECOMMENDATION
I recommend that the City Council authorize the Mayor to execute an agreement with
the Iowa Department of Transportation for the use of local roads as an authorized
detour route for the South Grandview at US 52 Overpass - Bridge Rehabilitation Project.
ACTION TO BE TAKEN
The City Council is requested to authorize the Mayor to execute an agreement with the
Iowa Department of Transportation for the use of local roads as an authorized detour
route for the South Grandview at US 52 Overpass - Bridge Rehabilitation Project
through the adoption of the enclosed resolution.
