MEMORANDUM
TO: Michael C. Van Milligen, City Manager
FROM: Laura Carstens, Planning Services Manager
SUBJECT: FY 2015 REAP Grant Agreement for Iowa 32 Bike/Hike Trail -- Phase 5
DATE: October 23, 2014
INTRODUCTION
This memorandum requests City Council approval of the Fiscal Year 2015 REAP Grant
Agreement for Phase 5 of the Iowa 32 Bike/Hike Trail with the Iowa Department of Natural
Resources (IDNR). REAP (Resource Enhancement and Protection) is a grant program for
parks and open space administered by IDNR. Enclosed are the grant agreement, map, and
resolution.
DISCUSSION
Phase 5 will connect the Iowa 32 (Northwest Arterial) Bike/Hike Trail to the Bergfeld
Recreation Area. The off-road trail will extend southerly from Pennsylvania Avenue along
the west side of Iowa 32 right-of-way to Chavenelle Road. The trail then will extend westerly
along Chavenelle Road as bike lanes (sharrows) through the Dubuque Industrial Center to
the Bergfeld Recreation Area. The trail then will connect with the existing trails in the Rec
Area through ADA-accessible ramps to the historic Dubuque & Dunlieth Bridge, thus
completing the Rec Area's trail network with access to the historic bridge.
BUDGETIMPACT
The estimated total cost for Phase 5 is $200,000. Construction is planned for 2015-2016.
Funding for the project will be reimbursed from the IDNR REAP Grant#15-R4-BP of
$200,000. No City funds are required as local match.
RECOMMENDATION
I recommend that the City Council approve the attached resolution and the FY 2015 REAP
grant agreement of$200,000 for Phase 5 of the Iowa 32 Bike/Hike Trail.
