City Engineer Gus Psihoyos and Economic Development Director Maurice Jones are
recommending acceptance of the Dubuque Industrial Center South PCC Paving and
Utilities, Phase 11, as completed by Horsfield Construction, Inc. in the final contract
amount of $622,075.48, which is a 6.5% decrease from the original contract amount of
$6551611.50.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvements for the
Dubuque Industrial Center South — South Siegert Farm — PCC Paving and Utilities,
Phase II and establishment of the final contract amount.
BACKGROUND
Dubuque Industrial Center West— Grading/Expansion of South Siegert Farm is being
completed in phases based on budget and developmental needs. The entire project
included grading, road construction, utility extensions, and the development of a
recreational area.
Phase I, the grading portion of this project was awarded to Kueter Construction on July
16, 2012, and accepted by City Council on December 2, 2013.
Phase II is Dubuque Industrial Center South — South Siegert Farm — PCC Paving and
Utilities. This was awarded to Horsfield Construction on August 5, 2013.
DISCUSSION
Dubuque Industrial Center South — South Siegert Farm — PCC Paving and Utilities
included the following-
-900 lined feet of PCC paving
-Storm sewer
-Water Main
-Fiber Optic Conduit
-Street Lighting
-Trees along the proposed cul-de-sac and existing Seippel Road.
In May 2013 the City Council approved a RISE contract for a $229,247 grant with the
IDOT to help fund this phase of the project.
Dubuque Industrial Center South — South Siegert Farm, Phase II — PCC Paving and
Utilities was completed by Horsfield Construction, Inc. of Epworth, Iowa, with a final
contract amount of$622,075.48, which is a 6.5% decrease from the original contract in
the amount of$655,611 .50.
BUDGETIMPACT
The project cost summary for Dubuque Industrial Center South — South Siegert Farm,
Phase II — PCC Paving and Utilities is as follows:

There is a remaining balance of$2,537,569.43 after all expenditures. The remaining
funds will be used to fund additional sanitary sewer extensions on each of the building
pads, additional industrial or recreational space south of the current development, the
Catfish Creek sanitary sewer capacity study, and other economic development
activities. The success of future development in our industrial parks and adjacent land
will depend upon sufficient capacity of the interceptor sewers to handle flows from these
new developments.
RECOMMENDATION/ ACTION STEP
The City Council is requested to adopt the attached resolution accepting the public
improvements and establishing the final contract amount for Dubuque Industrial Center
South — South Siegert Farm, Phase II — PCC Paving and Utilities.

ACCEPTING THE PUBLIC IMPROVEMENTS IN THE DUBUQUE INDUSTRIAL
CENTER SOUTH — SOUTH SIEGERT FARM, PHASE II — PCC PAVING AND
UTILITIES PROJECT, ESTABLISHING THE FINAL CONTRACT AMOUNT, AND
AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, Public Improvement Contract for the Dubuque Industrial Center South -
South Siegert Farm, Phase II PCC Paving and Utilities (the Project) has been
completed and the City Engineer has examined the work and filed a certificate stating
that the Project has been completed according to the terms of the Public Improvement
Contract and recommending that the Project be accepted.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project is
hereby accepted.
Section 2. The mayor and City Engineer are hereby directed to sign the DOT
Certificate of Completion form.
Section 3. The final contract amount is established as $622,075.48. The Finance
Director is hereby directed to pay to the Contractor from the Revitalize Iowa's Sound
Economy Rise (RISE) Program and General Obligation Bonds Proceeds (TIF -Abated)
appropriations for the contract amount of $622,075.48 Tess any retained percentage
provided for therein as provided in Iowa Code chapter 573, and to pay such retainage
only in accordance with the provisions of Iowa Code chapter 573.
