SUBJECT: CDBG Purchase of Service Agreements-Amendment
Housing and Community Development Department Director David Harris is
recommending approval of amendments to the Purchase of Service Agreements with
Hills and Dales for the Senior Center Lifetime Program, Project Concern for the
Information and Referral, and Child Care Resource and Referral Programs, and for the
Washington Neighborhood Tool Library.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: CDBG Purchase of Service Agreements- Amendment
In June the City Council approved the Community Development Block Grant
(CDBG) Purchase of Service Agreements for the Washington Neighborhood Tool
Library, Project Concern and Hills and Dales. The Agreements were entered into
as of July 1, 2007 but the FY 2008 CDBG funds were not released by the U.S.
Department of Housing and Urban Development Recipient until July 18, 2007.
The CDBG grant agreements cannot be fully executed until the signed funding
approvaVagreement date. Therefore an amendment is needed to execute the
Agreements as of the date of the City Council's approval of the funding
approvaVagreement, proposed for their August 6, 2007 meeting. Services
provided by the Agreements will continued to be reimbursed as of July 1st.
It is recommended that the City Council approve the attached Amendmerrts to the
Purchase of Service Agreements with Hills and Dales for the Senior Center
Lifetime Program, Project Concern for the Information and Referral and Childcare
Resource and Referral programs and for the Washington Neighborhood Tool
Library.

THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
FY 08 SENIOR PROGRAM AND SERVICES
This Amendmentto the Community Development Block Grant (CDBG) Agreement is
entered into by and between the City of Dubuque, Iowa and Hills and Dales.
Whereas, City of Dubuque awarded Hills and Dales Community Development
Block Grant (CDBG) funds for the Fiscal Year 2008 (July 1, 2007 to June 30, 2008)
pursuant to the Community Development Block Grant (CDBG) Agreement dated July 1,
2007; and
Whereas, the U_S. Department of Housing and Urban Development Recipient has
released the FY 2008 CDBG funds July 18, 2007 and the City Council has approved the
funding approvaVagreement on August 6, 2007; and
Whereas, the CDBG GrantAgreement for Hills and Dales cannot be fully executed
until the funding approval/agreement date.
NOW THEREFORE, in consideration of the terms of the mutual agreements
hereinafter set forth, the parties agree as follows;
1. The first paragraph of the Agreement is hereby repealed and the following is
hereby adopted:
"This Agreement, executed on the 6~' day of August 2007, is entered into by
and between the City of Dubuque, Iowa, (Recipient) a municipal corporation
organized and existing under the laws of the State of Iowa and Hills and
Dales, (Subrecipient) with its principal place of business in Dubuque, Iowa."
2. Section IV of the Agreement, DATES OF COMMENCEMENT AND
COMPLETION, is hereby repealed and a new Section IV is hereby adopted as follows:
°°The services to be provided under this Agreement shall be commenced
on July 1, 2007 and completed by June 30, 2008. Recipient's right to
enforce the terms of this Agreement shalt be extended to cover any
additional time during which the Subrecipient remains in control of CDBG
funds or other assets including program income."

3. All other terms and conditions of the Agreement shall remain in full force and
effect.

$15,500 in Community Development Block Grant {CDBG} funds for the Fiscal Year
2008 (July 1, 2007 to June 30, 2008} pursuant to the Community Development Block
Grant (CDBG) Agreement dated Juiy 1, 2007; and
Whereas, the U.S. Department of Housing and Urban Development Recipient has
released the FY 2008 CDBG funds July 18, 2007 and the Gity Gouncil has approved the
funding approvaVagreement on August fi, 2007; and
Whereas, the CDBG Grant Agreement for the Washington Neighborhood Tool
Library cannot be fully executed until the funding approvaUagreementdatc..
NOW THEREFORE, in considerafion of the terms of the mutual agreements
hereinafter set Earth, the parties agree as follows;
