INTRODUCTION
The attached Resolution is in reference to the Public Hearing on the Plans and
Specifications Form of Contract for the Eagle Point Water Plant Clear Well Reservoir
Rehabilitation Project.
BACKGROUND
The Eagle Point Water Plant provides the City with its potable water. After the water is
treated and filtered it is stored in two clear wells located at the Water Plant before being
pumped into the Water Distribution System.
The west clear well was constructed in 1880 and has a storage capacity of 650,000
gallons. This clear well was built using large lime stone blocks for the floor and walls.
A concrete roof was added several years later. Since its construction, the interior has
received gunite treatment and several leak repairs.
The east clear well was built in 1939 and has a capacity of 1,100,000 gallons. This
clear well was constructed with a poured concrete floor, walls and exterior interface
sidewall.
DISCUSSION
The scope of this project consists of many repairs to the east and west clear wells.
They are as follows:
East clear well: Epoxy injected to walls and roof cracks; repair partial depth spalls
in roof; full depth repair of roof expansion joints; clean and paint roof openings.
West clear well: New EPDM roof membrane; roof beam and stub wall removal;
repair gunite lining and columns; new concrete stub wall, new double tee roof
and concrete topping; new roof openings; epoxy coating sealant to the inner
walls of west clear well.
Clean and disinfect both clear well reservoirs for service.
The interior coating to the west tank will take place under a separate contract
immediately following the completion of the construction work to the tank.
BUDGET IMPACT
The estimate of probable cost for the Clear Well Rehabilitation Project is as follows:
Construction Contract $ 794,050
Contingency 171,100
Construction Engineering & Inspection 62,000
1 % Origination Fee (.01 x SRF Amount) 10,271
Total Estimated Project Cost $1,037,421
The project will be funded through the Iowa Finance Authority State Revolving Loan
Fund (City Water Department CIP Fund Code 740 1.828).
RECOMMENDATION
I am recommending that the City Council adopt the Resolution approving the Plans,
Specifications, Form of Contract and the Estimated Cost for the Eagle Point Water Plant
Clear Well Reservoir Rehabilitation Project.
ACTION TO BE TAKEN
The City Council is requested to approve the Resolution adopting the Plans,
Specifications, Form of Contract and the Estimated Cost for the Eagle Point Water Plant
Clear Well Reservoir Rehabilitation Project.

OBJECTIVE:
The main objective of this project is the rehabilitation and improvements to both clear
wells. The east clear well needs interior repairs for leaks in the floor, walls, roof and to
the exterior interface roof/wall.
The west clear well needs roof replacement and roof/walls interface repairs. Additional
improvements will include interior coating of the west clear well immediately after the
structure has been repaired and completion to its transmission pipes for improved flows
for compliance with EPA standards.

CONTRACT, AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING
ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED
COST; AND ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost
for the Eagle Paint Water Plant Clear Well Rehabilitation Project, in the estimated
amount $1,037,421, are hereby preliminarily approved and ordered filed in the
office of the City Clerk for public inspection.

The Eagle Point Water Plant Clear Well Rehabilitation Project is hereby
ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount
which shall conform to the provisions of the Notice to Bidders hereby approved.
The City Clerk is hereby directed to advertise for bids for the construction
of the improvements herein provided, by publishing the attached Notice to
Bidders to be published in a newspaper having general circulation in the City of
Dubuque, Iowa, which notice shall be published not less than four but not more
than forty-five days before the date for filing bids before 2:00 p.m. on the 22nd
day of August, 2007. Bids shall be opened and read by the City Clerk at said
time and will be submitted to the City Council for final action at the public hearing
at 6:30 p.m. on the 4th day of September, 2007, in the Public Library Auditorium,
360 West 11th Street, Dubuque, Iowa.
Sales Tax. The bidder should not include sales tax in its bid. A sales tax
exemption certificate will be available for all material purchased for incorporation

RESERVOIR REHABILITATION PROJECT
Time and Place for Filin4 Sealed Proposals. Sealed bids for the work
comprising each improvement as stated below must be filed before 2:00 p.m. on
August 22, 2007, in the Office of the City Clerk, City Hall -First Floor, 50 West
13t Street, Dubuque, Iowa.
Time and Placed Sealed Proposals Will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:00 p.m. on August 22, 2007, at
City Hall -Conference Room B, 50 West 13th Street, Dubuque, Iowa, for
consideration by the City Council (Council) at its meeting on September 4, 2007.
The City of Dubuque, Iowa, reserves the'right to reject any and all bids.
Time for Commencement and Completion of Work. Work on each
improvement shall be commenced within 10 days after the Notice to Proceed has
been issued and shall be fully completed by May 23, 2008.
Bid Security. Each bidder shall accompany its bid with a bid security as security
that the successful bidder will enter into a contract for the work bid upon and will
furnish after the award of contract a corporate surety bond, acceptable to the
governmental entity, for the faithful performance of the contract, in an amount
equal to one hundred percent of the amount of the contract. The bid security
shall be in the amount of ten percent (10%) of the amount of the contract and
shall be in the form of a cashier's check or certified check drawn on a state-
chartered or federally chartered bank, or a certified share draft drawn on a state-
chartered or federally chartered credit union, or the governmental entity may
provide for a bidder's bond with corporate surety satisfactory to the governmental
entity. The bid bond shall contain no conditions excepted as provided in this
section.

Preference for Iowa Products and Labor. By virtue of statutory authority,
preference will be given to products and provisions grown and coal produced
