Sealed bids were received for the Five Flags Sidewalk and Lighting Replacement
Project. City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, Portzen Construction, Inc., in the amount of $179,937.65, which includes
$173,667.65 for the Base Bid and $6,270.00 for the Alternate Bid for Traffic Signal
Installation. The project is $44,437.65 over budget. Additional funds will come from
savings in Fiscal Year 2007 construction projects and the Fiscal Year 2008 street
construction program.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the Five
Flags Sidewalk and Lighting Replacement Project.
BACKGROUND
The current sidewalks adjacent to the Five Flags Civic Center, along 4th Street, Stn
Street and Locust Street are scheduled to be replaced. The Five Flags sidewalk along
Main Street was replaced as part of the Historic Old Main Street -Lighting and Sidewalk
Replacement Project.
DISCUSSION
This project provides for the complete reconstruction of the existing sidewalk and
pedestrian access curb ramps with a standard gray-colored main walk section and a
brick red stamped parkway area to match the historic downtown sidewalk streetscape
standard along the curb.
In conjunction with the sidewalk replacement, the project will also include the installation
of historic street lighting along with the upgrade and replacement of traffic signalization
poles and equipment at the 5th and Locust intersection.
Due to the extended lead time required for ordering the historic street light and traffic
related equipment, the City has purchased the new historic street light and traffic
signalization equipment under a separate contract and the contractor shall provide a
cost for the installation of the equipment.
BID RESULTS
Sealed bids were received on the project on July 31, 2007. Portzen Construction, Inc. of
Dubuque, IA submitted the low base bid in the amount of $173,667.65. This amount is
9.5% over the revised estimate of probable cost. A summary of the bid proposals
received is as follows:

During the development of the final plans and specifications the engineer's estimate
needed to be revised to take into account recent bids for concrete sidewalk and
additional electrical items. The original estimate was $140,000.00 (Base Bid plus
Alternate Bid - Traffic Signal Installation). The revised engineer's estimate is
$163,544.50 (Base Bid plus Alternate Bid -Traffic Signal Installation) which is
$23,544.50 over the preliminary engineers estimate.
RECOMMENDATION
I recommend that the contract be awarded to Portzen Construction, Inc. in the amount
of $179,937.65 -Base Bid of $173,667.65, plus Alternate Bid (Traffic Signal Installation)
of $6,270.00 for the Five Flags Sidewalk and Lighting Replacement Project.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed plans, specifications, form of contract and estimated cost for
the Five Flags Sidewalk and Lighting Replacement Project, in the estimated amount
$225,544.50, are hereby approved.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE FIVE FLAGS
SIDEWALK AND LIGHTING REPLACEMENT PROJECT
Whereas, sealed proposals have been submitted by contractors for the Five
Flags Sidewalk and Lighting Replacement Project (the Project) pursuant to Resolution
No. 393-07 and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 16th and 20th days of July, 2007.
Whereas, said sealed proposals were opened and read on the 31st day of July,
2007 and it has been determined that Portzen Construction, Inc. of Dubuque, Iowa, with
a bid in the amount of $179,937.65 -Base Bid of $173,667.65, plus Alternate Bid
(Traffic Signal Installation) of $6,270.00, is the lowest responsive, responsible bidder for
the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
