Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer SUBJECT: Wilbur Street Reconstruction Project CIP: 3501029 DATE: November 20, 2014 INTRODUCTION The enclosed resolution provides for the acceptance of the construction contract for the Wilbur Street Reconstruction Project BACKGROUND The existing retaining wall at 610 Wilbur Street was removed in August of 2013 for safety reasons. By performing this work one-half of the existing roadway had to be removed and traffic was not allowed through the corridor. For over a year the roadway has been closed to traffic. Residents in the area had a concern about the length of time the roadway has been closed. The City addressed their concerns by reconstructing Wilbur Street at 610 Wilbur Street. The project was awarded based on a competitive quotation process for public improvements in accordance with Iowa Code, Section 26.14. DISCUSSION The Wilbur Street Reconstruction Project was completed by Key City Excavating, Inc. of Dubuque, Iowa in the final contract amount of $7,850.78, which is a 21.4% decrease from the original contract amount of $9,992.15. RECOMMENDATION I recommend that the City Council accept the improvements and authorize the payment of the contract amount of $7,850.78 to Key City Excavating for the Wilbur Street Reconstruction Project. BUDGETIMPACT The project funding summary is as follows: CIP No. Fund Description Fund Amount 3501029 Stone Retaining Walls $62,859.44 ACTION TO BE TAKEN The, City Council is requested to adopt the attached resolution to accept the improvements and to authorize the payment of the contract amount of $7,850.78 to Key City Excavating, Inc. for the Wilbur Street Reconstruction Project. cc: Bob Schiesl, Assistant City Engineer Jenny Larson, Budget Director RESOLUTION NO. 367-14 ACCEPTING THE WILBUR STREET RECONSTRUCTION PROJECT AND AUTHORIZING THE PAYMENT TO THE CONTRACTOR WHEREAS, the public improvement contract for the Wilbur Street Reconstruction Project (the Project) has been completed by the Contractor, Key City Excavating, Inc. (Contractor), and the City Engineer has examined the work and filed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the Stone Retaining Walls appropriations for the contract amount of $7,850.78, less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
