City Engineer Gus Psihoyos is recommending acceptance of the Asphalt Overlay
Project — Curb Access Ramps Phase Four, as completed by Midwest Concrete, Inc., in
the final contract amount of$57,118.94, which was 8.34% over the contract amount of
$54,214.00. The increased cost was due to the topography of the area. All sidewalks
were installed to achieve the proper slopes mandated by the Public Right of Way
Accessibilities Guidelines.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
Asphalt Overlay Project - Curb Ramps Phase Four.
BACKGROUND
The purpose of this project was to replace twenty defective access ramps in conjunction
with the Public Works Asphalt Overlay Program at three intersections plus offer better
access where it was non-existent before:
• Hill Street and West Third Street.
• Burch Street and Hill Street.
• The signalized crossing at 5t" Street.
• Adding six new ramps at the islands where University Avenue and Hill Street
converge.
DISCUSSION
The Asphalt Overlay Project - Curb Access Ramps Phase Four received one bid from
Midwest Concrete, Inc. with a bid of$54,214.00. The bid was 7.8% higher than the
Engineers estimate.
The Asphalt Overlay Project - Curb Access Ramps Phase Four was completed by
Midwest Concrete, Inc. of Peosta, Iowa in the final contract amount of $57,118.94 which
is 8.34% over the contract amount of $54,214.00. The average cost per ramp was
$3,198.45. The project cost increase was due to the topography of the area. All
sidewalks were installed to achieve the proper slopes mandated by the Public Right of
Way Accessibilities Guidelines (PROWAG) standards.
All ramps were completed within the contract time and now offer ten additional access
points along the Hill Street corridor. The W 3"' Street intersection now has dual ramps
on all four corners and the intersection University Avenue and Hill Street has six new
ramps through the islands where no ramps existed before, allowing new access to all
citizens attempting to cross at University Avenue and Hill Street.

RESOLUTION NO. 381-14
ACCEPTING THE ASPHALT OVERLAY PROJECT CURB ACCESS RAMPS
PHASE FOUR AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT
TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Asphalt Overlay Project Curb
Access Ramps Phase Four (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Asphalt Overlay Project Curb Access Ramps appropriations for the contract amount
of $57,118.94, less any retained percentage provided for therein as provided in Iowa
Code chapter 573, and to pay such retainage only in accordance with the provisions of
Iowa Code chapter 573.

The undersigned City Engineer of the City of Dubuque, Iowa, hereby certifies that
he has inspected the Asphalt Overlay Project Curb Access Ramps Phase Four, that the
Project has been performed in compliance with the terms of the Public Improvement
Contract, and that the total cost of the completed work is $62,268.92.
