The increase was due to additional work needed for the ADA ramps and additional temporary signage required for the traffic conversion. DATE: December 8, 2014 SUBJECT: 9th Street and 11th Street One-way to Two-way Conversion Project (CIP 3602442, 1021041, 3001029, 3001615, 3001631) INTRODUCTION The enclosed resolution provides for the acceptance of the construction contract 9th Street and 11th Street One-way to Two-way Conversion Project. DISCUSSION This project involved the conversion of the following streets from one way to two way traffic: • 9th Street between Locust Street and Kerper Boulevard • 10th Street between Bluff Street and Central Avenue • 11th Street between Central Avenue and Kerper Boulevard • Elm Street from 9th Street to 11 th Street • Pine Street from 9th Street to 11th Street The construction work involved the reconfiguration of traffic signals at existing intersections, new pavement markings, new signage, fiber optic vaults and conduit and pedestrian access ramps. The two-way traffic pattern on the aforementioned streets began on August 17, 2014. The railroad crossing signals on 9th street near Elm Street and on 11th Street near Elm Street were relocated to allow for two-way traffic. City staff coordinated with Canadian Pacific Railroad to perform this work. City of Dubuque Engineering coordinated closely with the Iowa Department of Transportation (IDOT) on this project. IDOT staff reviewed the proposed construction documents and concurred with the conversion of the streets to two-way. The 9th Street and 11th Street One-way to Two-way Conversion Project was completed by Portzen Construction of Dubuque, Iowa, in the final contract amount of$813,528.35, which is a 2.1% increase from the original contract of$797,011.20. This increase is due to additional work needed for the ADA ramps and additional temporary signage required for the traffic conversion. RECOMMENDATION I recommend that the City Council accept the improvements and establish the final contract at $813,528.35 for the 9th Street and 11 th Street One-way to Two-way Conversion Project. Gleason, Assistant City Clerk RESOLUTION NO. 382-14 ACCEPTING THE 9TH STREET AND 11TH STREET ONE-WAY TO TWO-WAY CONVERSION PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the 9th Street and 11th Street One-way to Two-way Conversion Project (the Project) has been completed and the City Engineer has examined the work and filed a certificate stating that the Project has been completed according to the terms of the Public Improvement Contract and that the City Engineer recommends that the Project be accepted; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City Engineer is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay to the Contractor from the 1 -way to 2 -way Conversion Project fund, the Curb/Catch Basin Replacement fund, The Signal Intersection Reconstruction fund and the Traffic Signal Fiber Optic Network fund for the contract amount of $813,528.35 less any retained percentage provided for therein as provided in Iowa Code chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code chapter 573.
