Through the informal bid process for public improvements, the Water & Resource
Recovery Center Concrete Curb Installation Project was awarded on April 30, 2014, to
Drew Cook & Sons Excavating Co., Inc., in the amount of $6,355. The project was
completed in the final contract amount of $8,587, which is 35% over the contract award.
The increase was due to a change order that was issued for the installation of safety
bollards.
City Engineer Gus Psihoyos recommends that the award for the Water & Resource
Recovery Center Concrete Curb Installation Project be officially recorded in the minutes
of the City Council.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to officially record in the minutes of the City Council
the award and completion of the Water & Resource Recovery Center Concrete Curb
Installation Project.
BACKGROUND
The project provided for the construction of a concrete curb and linear drain installation
as part of the high strength waste receiving station.
DISCUSSION
On April 30, 2014 the City of Dubuque received informal bids for Water & Resource
Recovery Center Concrete Curb Installation Project in the amounts of:
Drew Cook & Sons Excavating Co., Inc. $6,355.00
East Iowa Construction $9,102.00
In accordance with Iowa Code § 384.103 and § 364.12(3)(c), and Iowa Code, Section
26.14, through the informal bid process for public improvements, this project was
awarded on April 30, 2014 to Drew Cook & Sons Excavating Co., Inc. of Dubuque,
Iowa, in the amount of $6,355.00.
The Water& Resource Recovery Center Concrete Curb Installation Project was
completed by Drew Cook and Sons Excavating Co., Inc. of Dubuque, Iowa in the final
contract amount of$8,587.00 which is 35% over the contract amount of$6,355.00. The
project cost increase is due to a change order that was issued for the installation of
safety bollards.
BUDGET IMPACT
The project was funded from the Water Resource Recovery CIP 7101837. The cost
summary for the Water & Resource Recovery Center Concrete Curb Installation Project
