Van Milligen, City Manager SUBJECT: Public Hearing on Approval of Urban Revitalization Plan for Lot 6, Block 2 of Dubuque Technology Park in the City of Dubuque (Kunkel and Associates Urban Revitalization Area) DATE: December 9, 2014 Economic Development Director Maurice Jones requests that the City Council hold the public hearing on December 15, 2014, on the Urban Revitalization Plan for Lot 6, Block 2 of Dubuque Technology Park in the City of Dubuque (Kunkel and Associates Urban Revitalization Area), and defer action on the resolution approving the plan until January 20, 2015. Kunkel & Associates, Inc. is located in the Dubuque Technology Park. The company is proposing a 10,000 square foot expansion to its current building, which will be primarily used for office space. The Company plans to create 18 full-time jobs within three years and retain the jobs for at least two years. The State of Iowa is providing assistance to the Company for the proposed expansion. As a local match, the City is exploring the approval of a partial 10 year tax abatement. Normally, the City would offer a 10 year Tax Increment Financing property tax rebate for a project like this, but the TIF rebate component of this part of the Urban Renewal District expires in 2019, so that is not an option. This is the first time the City has used the state property tax abatement statute in this manner. The first step in the Urban Revitalization designation process occurred on October 20, 2014, with the City Council approving a Resolution of Finding this property meets the criteria for Urban Revitalization as defined in the Code of Iowa. The second step in the process occurred on November 3, 2014, with the City Council reviewing a proposed Urban Revitalization Plan for the area and setting a public hearing on the plan for December 15, 2014. Chapter 403 of the Code of Iowa requires that prior to the City Council taking action on a resolution approving an Urban Revitalization Plan, a public hearing has been held on the proposal to approve the plan. Additionally, Chapter 403 requires the City Council hold a second public hearing if, within 30 days of the first hearing, a petition is filed requesting a second hearing. Background Kunkel & Associates, Inc. (commercial insurance brokerage and consulting firm), is located in the Dubuque Technology Park. The company is proposing a ten thousand square foot (10,000) expansion to its current building which will be primarily use for office space. The Company plans to create 18 full-time jobs within three years and retain the jobs for at least two years. The State of Iowa is providing assistance to the Company for the proposed expansion. Discussion Chapter 403 requires that prior to the City Council taking action on a resolution approving an Urban Revitalization Plan, a public hearing has been held on the proposal to approve the plan. Additionally, Chapter 403 requires the City Council hold a second public hearing if, within 30 days of the first hearing, a petition is filed requesting a second hearing. Therefore, the City Council may not approve the plan until January 20, 2015. RECOMMENDATION/ACTION STEP I recommend that the City Council hold the public hearing on December 15, 2014, and defer action on the resolution approving the Urban Revitalization Plan until January 20, 2015.
