AIRPORT COMMISSION MINUTES Commissioner Daoud moved to approve the minutes of the April 23, 2007 Commission meeting, motion seconded by Commissioner Czeshinski. AYES: All. NAYS: None. OLD BUSINESS: 01. REVIEW STATISTICS Airport Manager Grierson said there was a decrease in May enplanements of .24% or only 10 passengers compared to last year. He also mentioned there was a significant decrease in aircraft operations, partially due to the University of Dubuque flight schedule. NEW BUSINESS: 01. AIRPORT TASKFORCE & COMMITTEE REPORTS: The Airport Manager reviewed a draft report proposed by the FBO Scoping Committee. This report is a working document that presents a good picture of how the FBO does business. The Fill'Em Up Campaign is the result of a series of recommendations of the FBO Scoping Taskforce Committee, airport tenants, UD Staff, and the GA Task Force. T-hangar rates will be lowered effective July 1St and self serve smart card fuel purchases by T-hangar tenants were reduced May 15tt' to $.10 per gallon over FBO costs. This should increase fuel sales, fill the vacancies in the T-hangars with no loss of actual revenue and keep us competitive with other adjacent airports. F:\Council\Minutes\04. T-HANGAR RATES: Commissioner Daoud moved to approve the decreased T-hangar rates effective July 1, 2007 and Commissioner Brotherton seconded the motion. AYES: All. NAYS: None. 03. PUBLIC HEARINGS: Commissioner Daoud moved to open a public hearing on the tractor replacement, runway painting and University of Dubuque lease. Commissioner Brotherton seconded the motion. AYES: All. NAYS: None. No comments were received. Commissioner Brotherton moved to close the public hearing and Commissioner Daoud seconded the motion. AYES: All. NAYS: None. 04. TRACTOR/MOWER REPLACEMENT RESOLUTIONS: The airport received three bids; the lowest was from Roeder Implement. Commissioner Daoud moved to approve Resolutions A400-4-2007 adopting plans and specifications and A400-5-2007 awarding the bid to Roeder Implement to purchase an airfield tractor. Commissioner Brotherton seconded the motion. AYES: All. NAYS: None. 05. RUNWAY 18/36 PAINTING RESOLUTIONS: The airport received two bids; the lowest was from Dennis Parking Lot Service. Commissioner Daoud moved to approve Resolutions No. A500-4-2007 adopting plans and specifications and A500-5-2007 awarding the bid to Dennis Parking Lot Service to paint Runway 18/36. Commissioner Brotherton seconded the motion. AYES: All. NAYS: None. 06. ENTERPRISE OFF-AIRPORT CAR LEASE: Commissioner Daoud moved to allow Airport Manager Grierson to sign an agreement with Enterprise Rent-A-Car for auto rental services provided at the airport and to proceed with the Municipal Infractions if the agreement isn't signed within 50 days. BRADLEY LAND OFFICIAL OFFER: Commissioner Daoud moved to make a formal offer to the Bradley Land Partnership of $600,000 for their 103 acre land parcel. Commissioner Czeshinski seconded the motion. AYES: All. NAYS: None. 08. T-HANGAR INSURANCE: The Airport Manager explained that the City is requesting proof of $1,000,000 for aircraft liability insurance for each T-Hangar tenant, as well as, $500,000 personal automobile liability insurance for each vehicle driven within the premises of the airport T-Hangar area. Commissioner Brotherton asked what the current requirement for City employee's personal vehicle liability is. Manager Grierson said it is currently $300,000. Commissioner Brotherton moved to accept the City's recommended insurance standards items numbered one through five and amend item number six from $500,000 to $300,000. By signing the T-Hangar lease, tenants are to acknowledge that they have $300,000 of coverage on any personal vehicle that they drive in the T-Hangar area. Commissioner Daoud seconded the motion. AYES: All. NAYS: None. 09. UNIVERSITY OF DUBUQUE LEASE: The closing of the public hearing was the only action taken at this meeting. 10. MANAGER'S UPDATE: A. FAA Tri-Annual Drill This is the required FAA full scale drill held every three years which will be conducted on June 12th from 3:00 p.m. to 6:00 p.m. Everyone is encouraged to participate. B. Construction Update (Airfield drains Jet Fuel Truck) The jet fuel truck currently under construction should be delivered by the end of June. Airfield drain replacements have been ordered and will be installed when they arrive. F:\CouncilWlinutes\04. Air Show on July 3rd The airport will only be providing fuel and hangaring support for participating aircraft in the air show held on July 3rd. No impact on regular air operations is expected. D. Airport Liability and Public Officials Insurance Insurance quotes were received for the general liability and directors and officers liability insurance. Cottingham and Butler submitted the lowest quote for the general liability of $35,750 and O'Connor and Associates submitted the lowest quote for the directors and officers liability of $8,448.65. E. AIP Reauthorization Lobbying Efforts Airport Manager Grierson has recently been in Washington, D.C. appearing before the House Aviation Subcommitte and lobbying federal legislators in Ankeny against the proposed general aviation user fees. Commissioner Brotherton stated that user fees would destroy general aviation if they are enacted. F. Air Service Development Update The Airport Manager reported Sun County will begin charters this fall to Laughlin, Nevada. American Airlines will also be adding a fourth daily flight on Saturdays. H. Restaurant Change of Management The FlyDbq Cafe has changed management and is now offering more health-conscious menu items such as salads and wraps. I. Dates for Mana er's AAAE Conference Vacation The Airport Mana~er will attend the AAAE Conference in Washington DC June 11th -15 and will take his vacation following the conference. Updated Military Leave Dates The Airport Manager's annual military training will be July 30th -August 3`~, August 20th - 24th and September 10th _ 14th K. NATA July 18 -23 North American Trainers Association planes will be in Dubuque on July 18th thru 23rd. The media has been invited to fly with the pilots during their practice flights. 11. NEXT COMMISSION MEETING: The next scheduled Commission meeting is July 23, 2007. Commissioner Brotherton moved to adjourn the meeting and this motion was seconded by Commissioner Daoud. AYES: All.
