Minutes Building Code AppealsMINUTES OF MEETING BUILDING CODE BOARD OF APPEALS DATE: June 19, 2007 TIME: 4:00 PM PLACE: Conference Room A, City Hall CHAIR: Jim Kolf MEMBERS PRESENT: Ron Jahns, Chuck Carr, Jim Kolf and Rich Luchsinger MEMBERS ABSENT: None STAFF: Rich Russell MEDIA: None OTHERS: None 1. The meeting was called to order by Chair Kolf. It was announced that the meeting was being held in conformance with the Iowa Open Meetings law. 2. Luchsinger motioned to approve the minutes of the January 6, 2005 meeting. Kolf seconded. The motion carried 4-0. 3. The Board discussed the adoption of the 2006 International Building Code and International Residential Code. Russell pointed out changes to sections of the International Residential Code and International Building Code. Carr asked about Section 1405.12.2. This section will require that windows that are over six feet above grade must be at least 24" above the floor of the room. Table 1102.1 is a proscriptive table on energy efficiency. There was some concerns expressed about requiring 2" by 6" walls. Jamb extensions for windows and the added insulation were other expenses cited. The long-term energy savings and potential rebates out-weighed the concerns with the additional expense. Also cited was the continued requirement for R-10 insulation for basement walls. Section 903.2.1.2 (sprinklers) of the IBC does not apply to churches as they are A-3 occupancies and this section applies to A-2 occupancies. Does Section 1008.1.1.(minimum door width of 32") apply to single family residences? Russell stated it did not. Luchsinger motioned to recommend adoption of the International Building Code. Kolf seconded. Motion carried 4-0. Jahns motioned to recommend approval of the International Residential Code. Carr seconded. Motion carried 4-0. 4. Carr motioned to adjourn. Kolf seconded.
