1. ~ Request of David Beaves, Dubuque Professional Firefighters' Association,
to Address the Commission
David Beaves, President of the Dubuque Professional Firefighters' Association, stated
that the promotional list for the Fire Department would expire on July 8, 2007, that there
are currently names still on the lists for Lieutenant and Captain, and there currently (as
of July 1, 2007) two Captain and one Lieutenant vacancy. He questioned why the
vacancies were not being filled from the names on the current list. Fire Chief Dan
Brown replied that the openings could not be filled until July 1, 2007 and that did not
allow sufficient enough time to make appointments prior to July 8th. Beaves contended
that the positions had been formally approved in March and that the interview process
and promotional decisions made at that time to be effective July 1 ~.
Commissioner Merle Duehr stated that the question is that when the list has been
certified for two years, does the City have the right to not fill the vacancies and to re-test
after the fist has expired. Motion by Kluesner to request an opinion from City Attorney
regarding this issue. Seconded by Duehr. Motion passed 2-0.
There being no further business, upon motion meeting adjourned at 11:47 a.m.
