Van Milligen, City Manager SUBJECT: Grant Application Authorization for Traffic Safety Improvement Funding of the City of Dubuque IA 32 (Northwest Arterial) at Asbury Road Intersection City Engineer Gus Psihoyos recommends City Council approval to file a joint grant application with the Iowa Department of Transportation for Traffic Safety Improvement Program funding for IA 32 (Northwest Arterial) at the Asbury Road intersection. The proposed improvements at the Northwest Arterial and Asbury Road intersection consist of the following additions: - Dual left-turn lanes to the north side southbound leg of the Northwest Arterial, with protected-only phasing. - Dual left-turn lanes to the south side northbound leg of the Northwest Arterial, with protected-only phasing. Right-turn lane on north side southbound leg of the Northwest Arterial. Lighting for the intersection approaches to enhance driver visibility. The City is seeking $500,000 (approximately 42%) of the projected $1.2 million from the Traffic Safety Improvement Program grant. The City is currently evaluating additional funding resources for the remaining $700,000. With secured funding, it is anticipated that construction could begin in April 2009, with completion in November 2009. Van Milligen, City Manager r FROM: Gus Psihoyos, City Engineer _ .~ SUBJECT: Grant Application Authorization for Traffic Safety Improvement Funding of the City of Dubuque IA 32 (Northwest Arterial) at Asbury Road Intersection INTRODUCTION The attached resolution provides the authorization for the City of Dubuque to submit a joint grant application with the Iowa Department of Transportation (Iowa DOT) for Traffic Safety Improvement Program funding for the City of Dubuque IA 32 (Northwest Arterial) at Asbury Road intersection. BACKGROUND Currently the intersection of Asbury Road and the Northwest Arterial is a four-way signalized intersection with the following geometrics: 1) North side, southbound leg: One left-turn lane, one through lane, and one shared through/right-turn lane. Protected left-turn signal phasing. 2) South side, northbound leg: One left-turn lane, two through lanes, and one right-turn lane. Protected/permissive left-turn signal phasing. 3) West side, eastbound leg: One left-turn lane, two through lanes, and one right-turn lane. Protected/permissive left-turn signal phasing. 4) East side, westbound leg: One left-turn lane, two through lanes, and one right-turn lane. Protected/permissive left-turn signal phasing. In April, 2006, and February, 2007, HDR Engineering, Inc. (Omaha, Nebraska) completed its two-part traffic operations study of the Northwest Arterial Corridor for the Iowa DOT. The findings indicated that operational and safety concerns have and will continue to increase with the dramatic growth of traffic volumes in that corridor. The statistical data of the 2025 and 2031 Dubuque Metropolitan Area Transportation Study Long Range Transportation Plans validates that the Northwest Arterial at Asbury Road intersection has a significant "crash interest". DISCUSSION The proposed improvements at the Northwest Arterial and Asbury Road intersection consist of the following additions: - Dual left-turn lanes to the north side southbound leg of the Northwest Arterial, with protected-only phasing. - Dual left-turn lanes to the south side northbound leg of the Northwest Arterial, with protected-only phasing. - Right-turn lane on north side southbound leg of the Northwest Arterial. - Lighting for the intersection approaches to enhance driver visibility. RECOMMENDATION I recommend that the City submit a joint grant application with the Iowa Department of Transportation for Traffic Safety Improvement Program funding for the IA 32 (Northwest Arterial) at Asbury Road intersection. BUDGET IMPACT The summary of the estimated project cost provided by HDR Engineering, Inc. is as follows: Demolition & Removal $ 50,565 Pavement/SurFacing 314,180 Earthwork & Grading 12,275 Storm Sewer 34,640 Signalization 40,000 Lighting 150,000 Pavement Markings 31,418 Traffic Control 31,418 Modified Subbase 78,545 Subgrade Stabilization 94,254 Landscaping 47,127 Mobilization 44,221 Contingency 265,327 Total Project Cost $1,193,970 The City is seeking $500,000 (approximately 42%) of the projected $1.2 million from the Traffic Safety Improvement Program grant. There is no other fee associated with the application process since the City is utilizing the services of East Central Intergovernmental Association (ECIA). ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution authorizing the filing of a joint grant application with the Iowa Department of Transportation for Traffic Safety Improvement Program funding for IA 32 (Northwest Arterial) at Asbury Road intersection. cc: Dubuque Metropolitan Area Transportation Study Roger Walton, PE -Iowa Department of Transportation Jenny Larson, Budget Director Don Vogt, Public Works Director David Ness, PE RESOLUTION NO. 433-07 RESOLUTION AUTHORIZING THE FILING OF A JOINT GRANT APPLICATION WITH THE IOWA DEPARTMENT OF TRANSPORTATION FOR TRAFFIC SAFETY IMPROVEMENT FUNDING FOR THE CITY OF DUBUQUE IA 32 (NORTHWEST ARTERIAL) & ASBURY ROAD INTERSECTION Whereas, the increasing growth of traffic volumes, along with operational and safety concerns, at the IA 32 (Northwest Arterial) at Asbury Road intersection in the City of Dubuque could be improved by intersection and traffic signal improvements; and Whereas, the City of Dubuque and the Iowa Department of Transportation (Iowa DOT) have determined that improvements to this intersection, as recommended in the traffic operations studies of the Northwest Arterial from US 20 to US 52 as provided by HDR Engineering, Inc. and Dubuque Metropolitan Area Transportation Study (DMATS) Long-Range Transportation Plans, will improve traffic flow; and Whereas, the City of Dubuque is seeking the necessary funding for project implementation, and upon completion, in cooperation with the Iowa Department of Transportation, be responsible for adequately maintaining and operating the project for public use during the project's useful life. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, THAT: Section 1. The City makes joint grant application with the Iowa Department of Transportation for funds through the Traffic Safety Improvement Program to fund the IA 32 (Northwest Arterial) and Asbury Road Intersection.
