SUBJECT: Consideration of Approval for the City Manager to Negotiate and Execute
a Facilities Use Agreement with Platinum Hospitality Group, LLC for the
Riverwalk Security Camera System Project
City Engineer Gus Psihoyos recommends City Council authorization for the City
Manager to negotiate and execute an agreement with Platinum Hospitality Group, LLC
for the installation, operation and maintenance of the Riverwalk Security Camera
System equipment on the rooftop of the Grand Harbor Hotel and Waterpark. The
Riverwalk Security Camera System Project will provide camera coverage between
River's Edge Plaza/Recognition Wall and the Alliant Amphitheater. When complete, the
project will curtail vandalism and will also assist law enforcement officials with crowd
control monitoring during large public events.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to recommend that the City Manager request City
Council consideration and authorization to negotiate and execute an agreement with
Platinum Hospitality Group, LLC. for the installation, operation and maintenance of the
Riverwalk Security Camera System equipment on the rooftop of the Grand Harbor Hotel
and Waterpark.
BACKGROUND
The City has hired Racom as the design/build consultant for the Riverwalk Security
Camera System Project which will provide camera coverage between River's Edge
Plaza /Recognition Wall and the Alliant Amphitheater. The project when completed will
curtail vandalism and will also assist law enforcement officials with crowd control
monitoring during large public events.
DISCUSSION
Racom personnel and City staff reviewed the placement locations for the cameras and
alternate locations for the transmitter/receiver basestation. Initial consideration was
given for placement of the basestation on the rooftop of the Grand River Center,
however getting telecommunication and electrical service wiring to the rooftop was
proving to be problematic.
Next, Racom, City and Grand Harbor staff evaluated the placement of cameras on top
of the Grand Harbor Hotel and Waterpark to provide maximum coverage of the
Riverwalk south, lower pier wall walkway and stairs. Because of the ideal centralized
location and the ability to install telecommunication and electrical service, it was
determined that the optimal location for the placement of a camera(s) and basestation
was on the rooftop of the Grand Harbor.
Platinum Hospitality Group, LLC, President, Jim Rix has been informed of the project
and has given verbal approval for the placement of Riverwalk Security Camera System
equipment on the rooftop of the Grand Harbor Hotel. City staff has informed Mr. Rix that
a Facilities Use Agreement between the City and Platinum Hospitality would be
prepared which would allow the City to install, operate and maintain said equipment and
that all costs to install, operate and maintain said equipment would be that of the City.
RECOMMENDATION
I recommend that the City Manager request City Council authority to negotiate and
execute an agreement with Platinum Hospitality Group, LLC for the installation,
operation and maintenance of the Riverwalk Security Camera System equipment on the
rooftop of the Grand Harbor Hotel and Waterpark.
ACTION TO BE TAKEN
I recommend that the City Council authorize the City Manager to negotiate and execute
an agreement in a form acceptable to the City Manager in all respects with Platinum
Hospitality Group, LLC for the installation, operation and maintenance of the Riverwalk
Security Camera System equipment on the rooftop of the Grand Harbor Hotel and
Waterpark.
