SUBJECT: Assistance to Firefighter Grant Application
Fire Chief Dan Brown is recommending City Council approval of the submittal of a
Department of Homeland Security Assistance to Firefighters Grant for thermal imager
units for each of the front-line fire units and training for a total cost of $80,000. The
Federal share would be $64,000 and the City's 20% match would be $16,000. The
City's match is not yet budgeted and would be requested in the FY09 budget.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Assistance to Firefighter Grant Application
The Fire Department has been successful in applying for a Homeland Security
Assistance to Firefighter grant for the past 5 years. This grant has provided treadmills
for each station, new self contained breathing apparatus, compressor and fill station,
trench rescue equipment and trailer and mobile data terminals with wireless network.
This grant provides an 80% federal share with a 20% local match. This is a competitive
grant program.
Application for this grant was made electronically on line to meet deadline date. To
continue the grant process I am requesting Mayor and City Council approval to apply
this year for thermal imaging cameras for each of the front line ire units. This project
will provide thermal imaging to first-on-scene crews, allowing them to perform better
buildingffire assessment and advance hose lines and perform searches more
effectively. The secondary benefit is the various non-fire uses for outdoor search,
hazardous materials incidents and Homeland Security events.
This cost of the thermal imager units are $76,475 and training for $3,525 for a total of
$80,000. Federal share would be $64,000 and a local share of $16,000. The city share
would not be required until the FY09 budget. I am recommending that the matching
share of $16,000 be budgeted in the FY09 budget.
Grant application is done online through the Department of Homeland Security
Assistance to Firefighters Grant Program.
