SUBJECT: Liquor License Renewal -Players, 1902 Central Avenue
Chief of Police Kim Wadding recommends issuance of a six-month license to Players,
1902 Central Avenue instead of the standard 12-month license.
The Dubuque Police Department reviewed the calls for service starting from the last
renewal date, September 15, 2006 to August 13, 2007. Since the last renewal date
there were 167 calls for service to the business. Of these calls, there were 53
disturbances, eight crimes against persons, six crimes against property and 10 public
moral violations.
Additionally there were 75 individual alcohol violations (32 Public Intoxications, 22
Disorderly Conducts, 11 Interference With Official Acts, Three Assaults, Two
Possession Controlled Substances, a Possession Alcohol While Under Age, Two
Violations for being under 21 in the bar after 9:00 P.M., one Harassment Of A City
Official, and a Domestic Order Violation). There were no alcohol violations against the
business. This is an average of 15 calls for service per month.
Chief Wadding has met with business owners, Dave and Rhonda Lorenz, and they have
agreed to implement some solutions to reduce the type and amount of calls for service.
Since the initiation of some of these action steps from May 9, 2007 to August 13, 2007,
there were 39 calls for service to the business. Of these, there were 15 disturbances,
two crimes against persons, no crimes against property, and two public moral violations.
There were 25 individual alcohol violations (12 public intoxication, seven disorderly
conducts, three interference with official acts, an assault violation, a violation for
possession of a controlled substance, and a violation for being under 21 in the bar after
9:00 p.m.) There were no alcohol violations against the business. This is an average of
13 calls for service per month.
I concur with the recommendation to issue only asix-month liquor license and
respectfully request Mayor and City Council approval.

INTRODUCTION
The purpose of this memorandum is to request City Council consideration to approve
the issuance of a six-month liquor license for Players, 1902 Central Avenue, based
upon the review of the calls for service to the business over the past year. The
following key provides a brief description of the four primary areas of concern.

BACKGROUND
Due to the number and type of calls for service over the past year at Players, 1902
Central Avenue, a review of the calls for service was conducted in May of 2007. The
review revealed that from April 5, 2006 to May 7, 2007, Players experienced 204 calls
for service, averaging 14.5 calls for service per month. Of the initial 204 calls for service,
with particular attention to high impact calls (calls requiring more than one officer)
Players experienced 74 disturbances, 15 Crimes Against Persons, 11 Crimes Against
Property, and seven Public Moral violations.
DISCUSSION
On May 9, 2007 the police department met with Dave and Rhonda Lorenz, the owners
of Players, to discuss the calls for service and possible solutions to reduce the type and
amount of calls for service. The majority of the high impact calls generally occurred
Thursday, Friday, and Saturday nights between the hours of 10:00 P.M. and 2:00 A.M.
From the review and discussion, four action steps were developed. They include:
1. A policy of sending NO TRESPASS letters to all subjects involved in any
disturbances.
2. Players would limit the number of people in the bar from the current occupancy
limit of 135 to 80-90 persons.
3. Players would implement a cover charge on Thursday nights starting at midnight,
as Players reported a large influx of unruly subjects during this period.
4. Players would attempt to upgrade the video surveillance equipment in the bar in
an attempt to identify offenders.
Since the initial discussion, Players has implemented the policy of sending NO
TRESPASS letters, has limited the number of people in the bar at any one time to a
maximum of 90 persons, and has implemented a cover charge, mostly for Friday and
Saturday nights. Due to the expense of the video surveillance equipment, the upgrade
has yet to occur. In addition to these action steps, Players also implemented a dress
code to heighten patron attention.

Since the May 9, 2007 meeting, the police department continues to meet with Dave and
Rhonda Lorenz to address the concerns. Those meetings occurred July 26 and August
14, 2007 with the next meeting scheduled for September 25, 2007.
RECOMMENDATION
Although Players is attempting to address the concerns, we recommend the issuance of
a six-month license to allow further review. The owners have agreed to continue to meet
on a regular basis to continue our review discussions.
ACTION REQUESTED
For City Council consideration to issue asix-month liquor license to Players, 1902
Central Avenue, to allow additional time for review and evaluation of the calls for
service.

and the same have been examined and approved; and
Whereas, the premises to be occupied by such applicants were inspected and found to
comply with the State Laws and all City Ordinances relevant thereto and they have filed proper
bonds.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE,
IOWA:
That the Manager be authorized to cause to be issued the following named applicants a
Liquor License.
