Expand Meter District on 8th Street and Main Street
Economic Development Director William Baum is recommending an amendment to
Section 32-336 of the Code of Ordinances, which would expand the meter district to
include both sides of Eighth Street, from Iowa Street to Locust Street, and both sides of
Main Street, from Fifth Street to Ninth Street.
Section 32-336 of the Code of Ordinances provides for the designation of the downtown
meter district. Since the opening of Eighth Street from Iowa Street to Locust Street, the
monitoring and ticketing policy in the no-parking drop off zones has created more
complaints from citizens than any other restricted parking area in the city.
In studying the issue, and reviewing various options, Main Street Ltd., and business
owners in the area were contacted for their input. As a result of these discussions, we
determined the business owners were in agreement that the installation of meters would
be appropriate for most of Eighth Street. Our recommendation is to place one meter in
each cut out with the exception of one cutout located in front of the Security Building
and one cutout in front of the McKesson building. We would be placing two meters in
front of the Grand Opera House as curb distance does allow for two meters in this area.
This ordinance change will provide for the addition of six 20~minute meters on Eighth
Street. The number of meters placed in each cut out was determined by the City of
Dubuque's engineering department, based upon linear footage of tangent curb available
in each cut out.
Secondly, with the opening of Main Street, the current architectural designs represent
placement of a total of 34 meters on both sides in selected areas of Main Street from
Fifth Street to Ninth Street.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Introduction

32-336 of the Code of Ordinances to expand the meter district to include both
sides of Eighth Street from Iowa Street to Locust Street and both sides of Main
Street from Fifth Street to Ninth Street.

AN ORDINANCE AMENDING SECTION 32-336 OF THE CITY OF DUBUQUE CODE
OF ORDINANCES, ESTABLISHING THE MUNICIPAL PARKING METER DISTRICT
BY ADDING BOTH SIDES OF EIGHTH STREET FROM IOWA STREET TO LOCUST
STREET AND BOTH SIDES OF MAIN STREET FROM FIFTH STREET TO NINTH
STREET.
Whereas, The City Council of Dubuque, Iowa has taken action to open 8th Street from
Iowa and Locust Streets, and Main Street from Fifth to Ninth Streets to vehicular traffic;
and
VVhereas, the opening of 8th Street and Main street has created opportunities for
additional metered parking on said streets; and
Whereas, through Dubuque Main Street Ltd., existing property owners have been
surveyed, and the majority favor installing parking meters on said 8th and Main Streets;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. Section 32-336 of the City of Dubuque Code of Ordinances is hereby
amended by adding the following streets to the streets designated as the Municipal
Parking Meter District:
EAST-WEST STREETS
Eighth Street, both sides, from Iowa Street to Locust Street
NORTH-SOUTH STREETS
Main Street, both sides, from Fifth Street to Ninth Street.
Section 2. Effective date. This ordinance shall take effect upon publication,
according to law.
