Community Development Block Grant Fiscal Year 2003 Annual Action Plan.

Subject: FY 2003 Annual Action Plan
Introduction
The Community Development Advisory Commission is submitting the attached Fiscal
Year 2003 Annual Action Plan to the City Council for public hearing and approval as
part of the FY 2003 budget. This memorandum requests that the City Council set a
public hearing on the proposed plan for February 21, 2002.
Discussion
The Annual Action Plan as shown on Exhibit A presents a plan for the use of
Community Development Block Grant (CDBG) funds for Fiscal Year 2003 as approved
by the Community Development Advisory Commission. The proposed Annual Action
Plan was developed following a series of public meetings in October and November
based on an anticipated entitlement of $1,487,000 and program income of $475,942. A
public hearing was held on December 8th.
A 30 day comment period as required by the Citizen Participation Plan has begun with
publication of a notice in the Telegraph Herald and Dubuque Advertiser. A public
hearing with the City Council should occur at the conclusion of the 30 day comment
period to discuss the Annual Action Plan.
In prior years, the public hearing has been held dudng the joint department budget
work session for Community and Economic Development, Housing Services and
Planning Services. The final adoption of the plan would take place at the final public
hearing and adoption of the City's annual budget. Adoption by resolution of the City
Council is required prior to submission to HUD.
Although the public hearing should be held on the Action Plan as approved by the
Commission (Exhibit A), a change is being proposed. The proposed plan allocated $5,000
to the Historic Preservation Homeowner Grant. The Historic Preservation Commission is
requesting $15,000 be reallocated from the contingency fund to the Historic Preservation
Homeowner Grant program. They stated the revised program has received active interest
by Iow and moderate-income homeowners in historic districts dudng the current fiscal year,
with over $15,000 of the $20,000 program budget allocated by December.
After staff review of the Historic Preservation Commission's request and further analysis of
the remaining contingency balance, it is now the staff's recommendation to request the
Council to approved the FY2003 Annual Plan with $15,000 reallocated from the contingency
fund to the Historic Preservation Homeowner Grant program. This will allow the program to
be maintained at an annual allocation of $20,000 in FY 03 and create a contingency of
$6,275.
Based on these changes, the proposed FY 2002 Annual Action Plan has been
amended as shown on Exhibit B Revisions. Exhibit C identifies the Final
Recommendation.
Recommended Action
I recommend that the City Council adopt the attached resolution setting a public
hearing on February 21, 2002 on the FY 2002 Annual Action Plan as shown on Exhibit
A. This is the date of the joint department budget work session for Housing and
Community Development, Economic Development, Transit, Parking and Planning
Services. Final adoption of the Annual Action Plan as recommended on Exhibit C will
occur at the final public hearing and adoption of the City's overall annual budget in
March.

A RESOLUTION SETTING A PUBLIC HEARING ON THE PROGRAM YEAR
2002 (FISCAL YEAR 2003) COMMUNITY DEVELOPMENT BLOCK GRANT
(CDBG) ANNUAL PLAN.
Whereas, the City of Dubuque has, through a series of public meetings and
hearings, finalized a Program Year 2002 (Fiscal Year 2003) Community Development
Block Grant Annual Plan addressing both housing and non-housing needs in the
community; and
Whereas, copies of the draft Program Year 2002(Fiscal Year 2003) CDBG
Annual Plan have been available for public comment 30 days prior to City Council
action; and
Whereas, the City's Community Development Advisory Commission has
recommended adoption of this budget.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Carnegie Stout Public Library
Auditorium, 360 West 11th Street, Dubuque, Iowa at 6:30 p.m. on February 21, 2002 for
the purpose of holding a public hearing and taking final action on the Program Year
2002 (Fiscal Year 2003) Community Development Block Grant Annual Plan.
Section 2. That the City Clerk be and she is hereby authorized and directed to
publish a notice of such public hearing and the City Council's intent to review and take
action on the Program Year 2002 (Fiscal Year 2003) Community Development Block
Grant Annual Plan.

PUBLIC HEARING
In conjunction with a related City Budget hearing, the Dubuque City Council will hold a
public hearing on Monday, February 21, 2002 commencing at 6:15 p.m. in the
Auditorium, Carnegie- Stout Public Library, 360 West 11th Street, Dubuque, Iowa to
obtain comments from citizens relative to the following:

DEVELOPMENT BLOCK GRANT (CDBG) FUNDS PROGRAM YEAR 2002 (FISCAL
YEAR 2003) JULY 1, 2002- JUNE 30, 2003 FOR THE CITY OF DUBUQUE, IOWA -
GRANT NO. B-02-MC-19-0004
The City of Dubuque will direct the use of Community Development Block Grant funds
to meet the priorities identified in the Consolidated Plan for Housing and Community
Development as adopted by the City Council.
A summary of eligible activities that may be undertaken with Community Development
Block Grant funds and a summary of the activities proposed to be undertaken for the
fiscal year beginning July 1, 2002 are on file and can be reviewed at the following
locations: Office of the City Clerk, City Hall, 50 West 13th St.; Housing and Community
Development Department, 1805 Central; and the Carnegie-Stout Public Library, 360
West 11th Street
Documentation may be seen between the hours of 8:00 a.m. and 5:00 p.m. at any of the above
locations, except Saturdays, Sundays and holidays. In addition, these documents may be
viewed after 5:00 p.m. and on Saturday at the Carnegie Stout Public Library. Questions or
