Van Miliigen, City Manager City of Dubuque 50West13th Street Dubuque, lA 52001 Disaster #: 1367 PA ID #: 061-22395~00 State Share Funding Eligibility Dear Mr. Van Milligen: This letter is to notify you that as of the date of this letter, Dubuque County is not in compliance with State of Iowa Code 29C.9(8). State of Iowa Code 29C.6(17)(6) requires that State participation in funding financial assistance under paragraph 29C.6(17)(9) is contingent upon the County Emergency Management Commission having on file a state-approved, comprehensive, countywide emergency operations plan which meets the standards adopted pursuant to section 29C.9, subsection 8. The plan required by Iowa Code 29C.9 is a County-Wide Multi Hazard Plan, prepared in three parts covering all areas within the county, and is separate and distinct from a local plan prepared by and for a City, or the unincorporated areas within the county. Iowa Administrative Code provides a maximum period of one year from the date of disaster declaration as the deadline date fora declared county to become compliant with the planning requirement. The date of declaration for Disaster #1367 was May 2, 2001. If Dubuque County does not have a County-Wide Multi-Hazard Plan approved and on file with the State of Iowa by May 2, 2002, all Public Assistance Program Applicants local to that county will not be eligible to receive the 10% State Share funding for their Public Assistance projects in this disaster. Iowa Emergency Management Division encourages all governmental agencies within the county to communicate and become involved with their County Emergency Management Commission or their County Emergency Management Coordinator concerning the preparation and submittal of this plan. It is our goal and objective to make every effort to insure that alt applicants have the opportunity to receive the full amount of disaster recovery funding available. Van Milligen City Manager City of Dubuque 50 West 13th Street Dubuque, IA 52001 Dear Mr. Van Milligen, In regards to the letter you received from Ellen Gordon of the Iowa Emergency Management Division, I would like to clarify on where Dubuque County is as far as the requirements and our status of non-compliance. The letter implies that we have not been working on Parts B and C of our plan, however, that is not tree. This is in regards to the Comprehensive Emergency Operations Plan and the requirements of Chapter 29C.9(8) of the Iowa Code. Part 1: The Multi Hazard Plan is rm file and compliant. Part 2: Hazard Mitigation Plato This is supposed to be an overview of ail of the individual City plans and the unincorporated County plan. ECIA has been contracted to complete the 22 individual plans. So far, the City of Dyersville is the only plan completed by ECIA. They are currently working on the City of Dubaque Plan, and it should be completed in draR form in the next couple weeks. Due to the disaster declaration, I had to complete the over view without having the plans to work from. A draft of this form was submitted to IEMD at our disrict meeting on December 19th. I have since received feedback from their planner and made the suggested change I mailed the final copy to the Emergancy Management Division on Monday, January 144, 2002. It is submitted and awaiting their approval. The Emergency Management Commission is set to adopt this plan at their February 5th, 2002 meeting. Part3: The Recovery Plan. The recovery plan is in draft furm and will be complcted in the upcoming weeks. This plan provides information on recovering fi.om a disaster. I do have a State prototype that I am following as a lot of the information will not require any changes. The Recovery Plan assistance was just introduced during the past year. My priority is an completing this plan and to be sure we will not lose out on the State share of funding. I have anclosed a map received at our last district meeting on 12-19-2001 that shows the prowess of all counties for your information.
